A World Without Clinton
1992- President George H.W. Bush wins a second term, against Democrats Paul Tsongas and Al Gore. Bush attempts to push through a promised tax cut and spending freeze, but is rebuffed by the Democratic Congress. The budget deficit remains at $250 Billion dollars for 1993, and is projected at $220 Billion for 1994.
1994- Newt Gingrich is able to run on the "obstructionist Democratic Congress" and win the House of Representatives by 12 seats. Using this, he and Bush push through spending reductions. That with the booming economy result in a balanced budget in 1995 and a projected surplus of $50 Billion dollars in 1996, and $120 Billion in 1997.
