Concentrating solely upon North America, the premise of this is the possibility that the Confederacy won the Civil War and was recognized by the UK and France, forcing the USA to withdraw claims over their sovereignty. As a result, the North American continent would develop in a much different way than in our own time. With the USA undergoing internal strife and near-bankruptcy, they could not pursue such goals as a transcontinental railway, subjugation of the natives, the purchase of Alaska, etc. Basically, the whole of Manifest Destiny was a dream, culminating in the rise and growth of many other, smaller nations.
