The United Kingdom, traditionally eager to keep the balance of power, has always remained an adversary of Napoleonic aggression. After the formation of a loosely organized continental power and a new nation-state in the 1860s, it was clear that this balance was finally achieved. Nevertheless, France's aggressive diplomacy towards the Habsburg Empire remained a troublesome matter. A war has been prevented yet.
