Following the February Revolution in Russia, the Ukrainian Tsentral'na Rada (Central Council) announced the creation of an Ukrainian Republic.
While maintaining ties with Russia (mostly of an economical nature) the new government made it quite clear that the new politie was to be an autonomous entity with full control of its foreign policy.
