The dual monarchy (austrian and hungarian) created by emperor Franz Joseph in the 19th century had failed to address the problem of many minority groups in the empire. Following the civil war in Russia, talk began in the Hapsburg dominated land on granting a form of autonomy to ethno-linguistic minorities within the empire as a way of preventing future uprisings.
The plan, drawn by politician Aurel Popovici and supported by Crown Prince Franz Ferdinand, divided the empire into the following states:
- Bohemia
- Carniola
- Croatia
- East Galicia
- German-Austria
- German-Bohemia,
- German-Moravia
- Hungary
- Siebenburg
- Slovakland
- Szeklerland
- Trentino
- Trieste
- Vojvodina
- West Galicia
Hungary, which had the most to lose in the new scheme of things, threaten to secede from the empire. Afraid that to let hungary go would encourage other states to do the same, the emperor simply refuse to accept the threat. In the end, hungarian politicians manage to wrestle a compromise out of him: that the new states created out of its territory will remain part of Hungary's vaguely defined sphere of influence.
