The High Council of The Mediterranean

Founded in 580 CE, The High Council of The Mediterranean was created in an attempt to overthrow the Imperial League and replace them as the leading alliance power in the known world. The Gothic Empire is credited as the founder, as it was an action done in defense against the bully nations that Byzantine and Carthage had become. The events of the Imperial Betrayal are said to have played a direct role in its motivation.

Considering most of the nations involved either quit or fell, this council is considered largely disbanded.

Key:

  1. Green nations are member states of the council and all of whom hereby to the proposals passed through majority vote.
  2. Blue nations are independents, neutral, and or parties that either abstain from joining the council, or have not officially accepted an invitation.
  3. Bright Red nations are permanent enemies of the Council, and thus are considered to be in a constant state of war with any and all council members.
  4. Dark red nations are states that are apart of the Imperial League, considered the primary competitor and rival of the council, but are not officially treated as enemies nor are officially at war with. This policy has been redacted due to the Imperial League no longer in existence.
  5. Dark Brown nations reflect members of the High Council of Eurasia, but are not officially at war, current competitor of the Mediterranean Council. Considered by many member states to be a sham, an attempt at power through a ripoff of there own political system to facilitate overt conquest.

  3. Aid in the Kingdom of Africa conflict with Byzantine Egypt required by all council states(proposal seems to be null and void due to Egyptian independence and neutrality from the current conflicts).
  4. Kingdom of Africa required to change its official name and title if it is to remain in the council.
  5. Efforts by all council nations shall be put forth in the formation of a Trans-Saharan Trade Route.(Efforts will be directed by the Ghanan Explorers Guild).

580 CE:

  • The Gothic Empire proposes that the Western Slavic Confederation and Persia abandon the warmongering Imperial League, and join the Council to support a move for a safer and more peaceful world.

Proposal- Null and Void, no resolution towards this proposal was stated, nor were either nations that were proposed responded, nor are in the council nearly 30 years later.

585 CE: No processed proposals.

7th Century:

600 CE:

  • .The Kingdom of Ghana proposes that The High Council of Europe, be renamed to the Mediterranean league, in order to better represent the equal participants of African and European nations. The Change proposed would be in name only, as the Ghanan people feel that being apart of a council of Europe, that host half of its nations from Africa, as a bit odd, and seeks to revise the title.
  • The Gothic Empire agrees that the title should better represent all nations involved, but would like to express its distaste with "League" as a title due to poor relations with the Celtic and Imperial Leagues.
  • .The Kingdom of Ghana agrees to revise the proposed title, and offers for approval, The High council of the Mediterranean.
  • The Gothic Empire votes in favor of this.

Proposal- The changing of the title, 'The High Council of Europe, 'has been replaced to now be The High council of the Mediterranean, and shall now take affect and replace any and all prior references to the this most righteous institution.

605 CE:

  • Should diplomatic proposals with Egypt fail, The Kingdom Of Africa request the Council assist us in cutting off North Egypt from the Nile and South Egypt from its capital in Cairo.
  • The Kingdom of Ghana rejects the proposal, feeling that the request for aid is too vague, and what form of assistance that it entails is not entirely specified. Who is proposing this?
  • The Gothic Empire accepts

Proposal- Council request for aid towards the Egyptian, Kingdom of Africa conflict is accepted by a 2-1 majority.

610 CE:

  • .The Kingdom of Ghana proposes, that if The Kingdom of Africa is to remain in the council, that they must establish a new title, as to avoid insulting other independent African states. Suggestions if passed: The Kingdom of Tripoli.
  • The Gothic Empire agrees a name change for KOA might possibly be a good idea.

  • The Gothic Empire would like to re-establish the Trans-Saharan trade route between Ghana and Egypt.
  • The Kingdom of Ghana agrees that such an establishment would be beneficial for all parties at hand, and points out that it has already founded an organization that is searching out the best route, offering to coordinate there efforts in the Sahara with other members of the council.

  • The Gothic Empire proposes we side with the Balts in the Danish/Baltic conflict, as the Danes have been notorious for warmongering and conquesting, even when against the interests of its allies. It is thought that inviting the Baltic peoples into the Council might be beneficial because of their well established trade.
  • The Kingdom of Ghana agrees to the invitation.

  • The Gothic Empire would also like to inform the Council of Carthage's attack on our ally, and would like to suggest a perpetual war between them and the council until such time as they should be in no condition to fight back.
  • The Kingdom of Ghana agrees to the point, if the Goth's are willing to aid in the defense of Ghanan sailors due to the Kingdom's rather limited, if developing navy.

Proposal(s)- The Kingdom of Africa will change its official name and title if it wishes to remain in the council. Efforts to establish a trade route across the Sahara with the aid of all council nations, with the Ghanan Explorer's Guild leading the initiative. The Baltic people's will be officially invited to the council. Carthage shall be considered an official enemy of the council, with the hope that Gothic naval forces will defend Ghanan sailors.

615 CE:

  • The Kingdom of Ghana proposes a new council policy, in which proposals can only be made 6 hours, prior to the end of the turn, as to not be able to sneak in new policies under member states noses at the end of the turn.
  • The Gothic Empire declines. Fearing such a rule would suggest animosity and treachery between loyal allies.

Proposal- 1-1 vote, passage of policy to restrict time for proposals is met with a stalemate.

620 CE:

  • Lombardy would like to join the council. ((3/4 votes necessary))
  1. The Gothic Empire will accept if Lombardy agrees to give a strip of its captured Slavic lands along the Occupied Lombard/Saxon border to the Jutes. Roads should be established between the two civilizations solidifying the Lombards as a beneficial ally.
  2. The Kingdom of Africa agrees to Lombardy entrance into the Council, but denies the Gothic demands of Lombardy, feeling that such a requirement to join a open and equal forum of nations would put them in a station of superiority, and that they have no right to do so. The Kingdom of Ghana refuses Lombardy acceptance into the council.

630:

  • The nation of the Caliphate wishes to join the High Council of the Mediterranean. In return we wish you to be very rich. In return you must accept that Muslims live freely in lives of the high council.

  1. The Gothic Empire suggests The Caliphate and their allies be viewed as an enemy to the High Council of the Mediterranean.
  • The Kingdom of Ghana denies this request, as the Council is purposeful tool of peace and trade facilitation, not warmongering and as such, the Ghanan subjects begins to grow tired as The Goths cut up the world into enemies and allies with which to battle with impunity. Furthermore they feel that this would bring trade across the Mediterranean and the Trans-Saharan trade to a grinding halt.
  • The Gothic Empire implores that the Kingdom of Ghana reconsider their views on the current situation. The Caliphate has personally sworn that The Goths as well as the High Council of the Mediterranean are to be their primary enemy, and have repeatedly threatened members of the Council. In addition to this, their rapid expanse into Africa is viewed as a continual threat the Ghanan prosperity.
  • The Kingdom of Ghana fervently agrees to the proposal, as it was realized that the diplomat in charge of Council relations had acted without the king's will and has thus been beheaded for his insolence. The Kingdom of Ghana offers to mobilize its army and navy, and march on an offensive against the Islamic states as a joint invasion with other members (This turn I will specify that Ghana will be Coptic in faith, as that was the only major christian religion in Africa after the rise of islam, primarily in Ethiopia.)
  • The Gothic Empire is happy to see the Ghanan change of heart.

665:

1.)The Gothic Empire would like to open up trade and relations with Byzantine, seeing as how Imperial League has crumbled and Byzantine, being under new rule, is a shadow of what it once was.

  • The Kingdom of Ghana agrees, as they would forge a useful buffer state between the west and foul raiders of the east.

2.)The Lombard Kingdom would like to submit a petition signed by king Orvar Hróaldr and every member of his Council of Chiefs requesting a guarantee from all members of the High Council of the Mediterranean that they will restrict their activities to the sea which is their namesake. While we wouldn't mind if Rus' keeps up its activities in Siberia and the rest of that area, the members have no reason to dabble in the business of the north.

  • The Kingdom of Ghana denies this request, stating that this would go against the point of the council, which is openess and the facilitation of cooperation from all member nations, believe that this would be a detriment to the council's efforts.
  • The Gothic Empire denies and openly denounces this request. The Goths suggest the Lombards quit meddling in affairs beyond the scope of their power and influence.
  • The Lombard Kingdom reciprocates with the same statement. We're not interfering with your various squabbles to the south, so you stay out of the north. We're staying well within the bounds of our power and influence. You, however, are not, as shown by the Frankish invasion of Britannia, and the Gothic urging of the Western Slavs. The Lombards would like to stay neutral in the eventual struggle between the Goths and the Caliphate. However, the High Council, in their mad quest to engulf all of Europe is steadily pushing us into the camp of the Caliphate. Any further push into northern Europe aside from what you have already done will not be tolerated and, depending on the situation, may be considered an act of war. At the moment, we have no quarrel with any member of the High Council. Don't give us one.

  • The Kingdom of Ghana would like to clarify to The Lombard Kingdom, that this response was not meant to be taken as an insult, but merely a point to be made about what we consider the council to be, a place for facilitation of cooperation and trade, and that we consider any regions used by multiple countries to be open, to each and every one of these states, and that the council would not make an official stance on this matter unless the nation spoke of joins the council as a member state.
  • Kingdom of Lombardy: Do you consider any region open to an invading army? Because Britain apparently was. We are simply worried that the High Council is adopting a "join us or die" attitude to the rest of Europe. First Byzantium, now Britain, what next? The Picts? The Jutes? The Khazars? Lombardy? While we don't doubt that the Goths and the Ghanaians have, for now, peaceful intentions towards our nations, the same cannot be said about their Rus' and Frankish allies.
  • The Gothic Empire: In regards to Lombardy's statement that we are adopting a 'join or die' initiative, with Byzantine provided as evidence, the Goths offer a rebuttal claiming Lombardy to know little of the motivating forces behind the war with Byzantine. Byzantium declared war on the Goths after their ally Carthage decided to invade Gothic Morocco, it was after this betrayal that the High Council of the Mediterranean was formed, and for that reason that Byzantine and Carthage were the council's early primary targets.
