The basic concept is good, but the details that make it near impossible is the "unwavering loyalty" to the LoN, this is a problem even in today's UN Peacekeepers, and couldn't be solved with just a wave of the wand. Also the US was not a member of the LoN. And finally the "cities" that you talk about them being trained in the Gulf of Mexico would be highly imrpobable as A) there is no major islands in the GoM B) The small islands there are all claimed by the surrounding countries, who were all not apart of the LoN and C) how would the LoN gain these "cities" without international outcry and outcry to out and out rebellion from their inhabitants.
