You're overstating the Hot Springs influence. Their problems would not have extended this far - the losers from the first round of fighting would have passed through the area, though would have had to not find much of anyone, considering that they went to Joplin and got help there, and not before. No way Russelville is that big. That'd contradict canon if it were.

While Tyson would have survived DD itself, it wouldn't still function today. After the fall of Fayetteville, it'd disappear. Nor would it, even if it had survived, get all the way to Russelville.

And a reunification movement with Torrington is unlikely. That's make it more or less the one small area in the region that would have one, which doesn't make too much sense.

A referendum on Hot Springs like that isn't feasible, either. Distance.
