Since I am from Minnesota I believe that the Eastern Misuri in this timeline is pretty deeply settled by French and English settlers by the time the japanese. I believe the area to the OTL Missouri River should go to the Commonwealth of American States. the rest can make up Misuri. Make it a province with the capital of St. Croix.
