Civil war? No. Communal violence? Certainly. But without the forced migrations caused by the split, it will never grow into the massive thing it became OTL. Tops, 10,000 dead. Perhaps 15,000. No where close to the OTL figure. Remember, a huge part of the violence was caused by the partition. Without a Partition, and with the Muslims having been granted a powerful position in Indian government by the negotiations between Nehru and Khan, The violence will only be in small areas.
And then, of course, the famed 'One-man Boundary Force' as Mountbatten called him, would have easily soothed even those.

Guns, make a template for your sig like Scraw did. You can ask him to do it for you if you cannot make the template. Well, You will have at least a million, no less. However, then you could have an apartheid type system being set up for muslims, like for blacks in America and South Africa. Eventually, in the 70s, you will have a Martin Luther King/Nelson Mandela type person for the muslims and they will gain the right to be equal.

1 million dead?
The MAIN REASON for all these violent attacks were the forced migration among people that ended up occurring. Imp, 20,000 strains credulity! The OTL figure was something like 50,000-60,000. Without the sudden influx of Hindus, Muslims, and Sikhs into particular areas, little violence would have occurred at all. And the negotiations between Khan and Nehru would have ensured that Muslims were given the exact same rights as Hindus, plus a significant portion of government. After that, you have a few extremist groups on either side, and they cause all the problems. Gandhi and no Partition calm down everyone else.
