I did a little copyediting on this article to clean it up a bit. It’s a very interesting scenario. Here are a few suggestions and questions that I thought of while reading it.

  • You say that Hitler agreed to sign a non-aggression pact with Great Britain. Hitler was not the most reasonable man in the world. I think it would be more plausible to have him be strongly advised to pursue the pact, and grudgingly accept it.
  • I think it would help if you explained the “continuation war” a little bit more.
  • You say here that Stalin was taken by surprise when the Nazis attacked. Stalin and Hitler hated each other, and I doubt either one would have been surprised by an attack from the other.
  • Why would Norway leave the Allies? I think it would want to have their protection
  • You have Germany conqering a lot of territory, so it would be realistic to have some mention of the difficulties Germany would have controlling these territories, many of which are non-German.

Well, answering your points:
  • Hitler might not be the most reasonable man, but he sees an opportunity. Note that there has been no Battle of Britain, nor The Blitz, and therefor no bombing campaign from Britain over German soil, so the status quo after the surrendering of France was reasonable for Hitler (or any advisor without much trouble), to focus on the real lebensraum: the Soviet Union (at this moment being beaten by Finland, Britain and, soon, Japan).
  • Basically Finland was harshly punished after the Winter War. After the Moscow Peace Treaty; Finland wanted a rematch. Now, previously Britain had offer some help but was not effective as neither Norway nor Sweden gave free passage of Franco-Brittish troops though Narvik and Kiruna (real aim of Franco-British offer). But now Norway was an ally and Narvik was secured so Finland managed to get an alliance with Britain that would prove that the real aim was not Kiruna's iron. With this alliance in place, Finland begun pushing the Soviet Union, until they provoked a reprisal.
  • According to some accounts, Stalin was taken by surprise OTL. Stalin probably knew that the alliance with Hitler would not be long, but he did not expected to be attacked so soon, particularly in this ATL.
  • Norway leaved the allies as it was a German demand for de-occupying southern Norway and allowing a reunification.
  • German control of the conquered territory will be explained later.

This is a really interesting althist. I didn't even know about the "real" Phoney War before researching it after reading this. Just a few questions... So does this mean that the Jews and Roma (Gypsies) are pretty much extinct by now? Also, how much land did the Japanese end up gaining? Was it anything in China that wasn't under European or American control (meaning 90+ percent of it)? If there is any part of China that is free, then is it Nationalist or Communist...or both? What did the West think of themselves when they realized the innumerable atrocities committed in all of these lands occupied by the Axis powers? Was an atomic bomb ever created? Jews and Roma are not extinct, although they had been severely beaten. In all territories directly controlled by the Third Reich they became almost extinct. Some survived, though, either by hiding (rare and few), concealing their ancestry, or managing to escape to more secure zones. Continental Europe would be almost completely cleaned from Jews and Gypsies.
Some time around 1942, the non-belligerent USA, begins to actively pursue that Jews in the Reich would come to America instead of being sent to gethos or concentration camps (US government ignores the extend of the death camps, but they knew life is not quite nice for Jews). Those Jews lucky enough to have an sponsor in America have some hope to survive.
British held Palestine is another focus Jewish migration. Not enough, though, to form a State of Israel. Eventually the Commonwealth of Palestine will hold Jews and Arabs in very friendly terms.
The situation in Asia is not yet developed, but China is independent by 2007, surely way earlier. I am not sure how Mao's revolution would develop with no Soviet support. (I don't discard it yet.)
The atomic bomb was created, first by the British (in Canada), but it was never used in a war (by this time, it was more a Cold War situation than a hot war). Germany came late for several years, and was not in the best economical situation to build an arsenal that would match the British one.
Now, the West would wash their hands once they discover all the atrocities committed by the Axis, much as the West care for the Armenians in Turkey, for example.
