After the Treaty of Hubertusburg, Prussia under Frederick the Great ended her expansionist period and begun a path of keeping what he built by keeping the balance of power in Europe, which lead to the dismembresing of Poland (1772) and the war of the Bavarian sussession in which prevented Austria to grip Bavaria.

In 1790, Austria Netherlands rebels against the Hapsburgs and form the Unites States of Netherlands. A revolution in Liege joins the U. S. of N.

In an attempt to weaken Austria, Frederick Willhem II of Prussia suports the U. S. of N. The Seven Provinces (Duth Republic) are invited to join but they refuse.

Poland adopts a constitution in 1791, following to some exent the model of the U. S. of A. and the ideas of the French enlighten thinkers.

The French revolution has lead to a French Republic in 1795. Soon, the French republic allies with Poland, the U. S. of N. and the Seven Provinces in an attempt to preserve the Blance of Power.

Despite Prussian interests in Poland, matched by Austrian and Russian interests, Prussia tries to play some support to the republics in order to weaken Austria.

In 1798, the Seven Provinces join the U. S. of N. and seek an understanding with the U. K. to ensure favourable trade conditions as Britain and France are close to a confrontation.

Finally, no confrontation is developed, and when tenssions between France and Britain are eased in 1808, the U. S. of N. have become an important center of the Holy Roman Empire as Trier and her Elector had joint in 1802.

Still the Holy Roman Empire evolved mainly between Austria and Prussia, but the Netherlands were becaming rapidely a third player in the control of Germany.
