After the humiliating defeat by Spain, relationships between the States of the U. S. of A. were lessened.
New York, Pensilvannia and Virginia were trying to expand to the North West bringing the unorganized territories as part of their states.
The commerce driven states of New England, were particularly worried by the lack of a respectable navy that could protect their ships, and after several incidents in northern Africa around 1803, this became more inminent.
The federal government opposed the built of a Navy, but New Englanders built one by their own, based on privateering.
New York was particularly interested in having Iroquoia annexed to the U. S. of A. but other states were reluctant to that adventurism.
In 1805, Virginian and Pennsylvian settlers in the North West begun a shooting war that soon brought the State militias.
The Federal government and other states opposed at first, but soon New York was dragged to the clashes and attempted to rely on New York privateers to attack Virginia.
The Federal government banned privateering (including the whole New England navy), treating them as just pirates, but given the dificulty to distinguish privateers from common merchant sailors, the Federal government hindered New England's commerce.
Virginia closed the limits with Pennsylvania and begun to raise tarrifs.
In July 1806, after several meetings, the governors of Massachussets, Connecticut and New York declared war to the U. S. of A.
