1777 and a steam-powered submarine?!?!? Nicolas-Joseph Cugnot put a steam engine on a land vehicle in 1769 but it weighed two tons. Robert Fulton didn't get a steam BOAT built until 1786.

Just a minor quibble but British warships at the time of the Revolutionary War were coppered (not steel) to protect vessels from toredo worms and marine growth (and submarines, by accident), thus making vessels faster and reducing the need to careen vessels to scrape off said growth. But an intriguing premise!
