As an aviation buff, always like lighter-than-airs...but...

eventually (by the 1920s) heavier-than-airs, which can be made more durable and more resistant to enemy fire and pack more of a punch would HAVE to supplant dirigibles in national air forces. An early (1930s) fighter aircraft would rip to shreds a "Hindenburg" in a matter of minutes.

After that, I think your ATL would resemble most of the "Germans win WW-1" timelines we've seen, with the dirigibles as transports (during peace-time) but little else.
