The 2004 election was a great shock to the ruling democratic party, who lost 56 seats and their majority in the Duma. Prime Minister Boris Gryzlov was voted out in a vote of no confidence by the Democratic party and replaced by former pm, Valentina Matviyenko. She was able to head a minority government with independent support.
