History

Early History

The events of Doomsday were catastrophic for the people of the western USSR, as the vast majority of the USA's targets were in that region and much of it was turned into a nuclear wasteland. However, not everything was destroyed and soon several distinct communities began to form in Russian Ukraine and the area south of Moscow. There were many threats to the new communities, however most notably, the Soviet Army forces under the command of Colonel Andrey Tretyak, these consisted of the 6th Guards division in Kursk and the 206th Motor Rifle Division in Tambov. He was intent on bringing the region back under the control of the USSR.

The various groups banded together to fight of Andrey's forces but they lacked any weapons or major equipment, thankfully luck was on their side though and when Andrey dispatched two brigades of the 206th to Chertkovo, the soldiers resented being forced to attack Russian and Ukrainian citizens and the majority of them defected to the citizens there. Angry at this failure Andrey dispatched the rest of the 206th's forces to crush the civilians and bring the region firmly under his control. However, he again underestimated the soldiers wish not to attack Russians and again the majority of the attacking forces defected. Finally grasping the idea that the forces under his command would not attack other Russians Andrey gave up and instead led his forces to attack weaker pray at the city of Rossosh, which was in desperate need of assistance, as other ex-Soviet troops in the area had begun openly raiding local communities, or had otherwise left the region for greater security in the east. He would offer them protection for a token supply of food and supplies, gradually winning over the local population. There he would start a firm rule, gradually expanding into local territory. Thus the foundations of the RC were laid. After several years of uneasy peace, trading with the population that Andrey had attacked in the past started.

Trading proved beneficial for the smaller towns still left intact, albeit plagued by radiation sickness and other diseases. Andrey still wanted to exert control over the region, this time opting for a diplomatic route. He argued that a strong council and joint military force between the small communities, as well as unrestricted trade, would greatly improve their chances of survival in the harsh region. Thus, exactly 4 years after Doomsday, on September 26th 1987, the Russian Confederacy was formed.

In the following years the borders of the RC were harshly patrolled by the 206th and 6th divisions with orders to shoot any refugees attempting to escape from the wasteland to the north or the ruins to the west. Others, living in the RC, together with soldiers from the two divisions, seeing such harsh treatment of the Ukrainians, together with their own people, decided to leave the RDC for the rumored stable country to the east, still controlled by the remains of the Soviet government. This state of affairs continued for two years until a Ukrainian man called Vasyl Koltun was able to evade the guards and get into the RC and told people about the horrible treatment that Russians now faced under a Ukrainian dictatorship in far east Ukraine. Vasyl had hoped that stories of Russians being treated harshly would inspire the RC to invade far east Ukraine and free his own people as well. This worked better than he could have imagined.

The Invasion of Ukraine

It was rumored that General Tretyak wept for a full hour upon realizing that his policy of killing refugees from Ukraine had in fact doomed hundreds of Russians to die. However, his dismay was short lived and he ordered the 6th Guards division to invade the far eastern parts of Russian Ukraine. Despite their totalitarian rule over the population the Ukrainian dictatorship that had been set up had no skilled military while the 6th Guards had years of experience from border control and the occasional offensive operation. To many the war was a guaranteed Russian victory but the RC had underestimated the desire of the Ukrainians to be independent from Russia.

Realizing that force of arms alone couldn't bring the Ukrainian dictatorship under control the RC's leadership authorized a radical plan. They would make a deal with the Ukrainian dictator. In exchange for joining the RC and treating Russians the same as all other ethnic groups he would not be killed and would even be allowed to continue his reign. The Ukrainian leader knew how powerful the RC could be as his forces had lost every battle that they had fought with the RC and so he agreed to their terms bringing parts of Ukraine back under Russian control. The Ukrainian dictatorship would be divided into several smaller communities, ensuring no dissent would come from the region.

Growth and Prosperity

After the Ukrainian threat from the west had been dealt with, the Russian Confederacy would ease its policy of restricting people to leave or come into the confederation. Thus, the population would slowly grow and agriculture levels had increased well enough to serve the growing people's needs. Although the rumors of a stable government in the east continued, less and less people would try and venture to the east, with the steady flow stopping completely by the early 1990s. No official attempt was made by the RC was made to make contact with other parts of the former Soviet Union were made, other than the smaller statelets forming around the RC, which were either slowly absorbed into the country or grouped into their own states within the confederacy.

Although Andrey had remained influential in the Russian Confederacy's policies, he had lost much of his power as the population grew, with the council of the RC's states being able to elect its own leaders. Although he had lost his dictatorial role, he was frequently asked for guidance, still retained the title of the Supreme Chief of the Armed Forces and would, from time to time, be elected to the position of Council leader.

Religious Turmoil

Even though Andrey and many other former Soviet leaders no longer held as much power in the Confederation as they once did there was one thing that they were determined to maintain. Atheism and Orthodox Christianity would remain the only religions that were allowed to operate within the Russian Confederacy, this caused friction with the Muslim population within the Confederacy and some of the states with Islamic population threatened to secede. Despite the threats only one state (the Republic of Mordovia) actually chose to leave the Confederacy, although this was allowed for under the constitution it had never actually been put into practice before. Fearing a damaging civil war if other Muslim states joined the Mordovian's cause the Confederacy's council declared that Sunni Islam was now an accepted religion and dispatched the 6th Guards division to Mordovia to bring it back in line.

The 6th were outnumbered by the Mordovian Self Defense Forces two to one but they had the advantage of two wars and ten years experience on their side. Although their experience gave them a good advantage, Andrey was well aware that peoples desire for independence could create strong resistance. Therefore he was determined to crush the Mordovians quickly and with the full might of the Confederacy, including T-72 tanks and MiG-23 fighter bombers. With this heavy firepower supporting them the 6th were able to crush the Mordovians and the republic was brought back into the Confederacy in 1993.

Economic Reform

In the immediate aftermath of the RC's creation and early wars the majority of the country's resources were devoted to food production. However, the machinery needed to efficiently farm needed fuel and maintenance. In addition to this it was necessary to rebuild the electrical grid throughout the RC. The city of Saransk provided all of this and more. However, although it had not been hit on Doomsday the city had become depleted through raids and looting. The RC's military had moved in to Saransk's two airports soon after its formation but the city itself remained unoccupied. However, the industry there was too important to miss and the RCA (Russian Confederacy Army) moved in to the city to restore the industry.

Saransk was devoid of life when the RCA arrived so industrial specialists and politicians from across the RC were invited to Saransk to repopulate it. In addition to this workers and their families were employed from the rest of Mordovia to get the factories up and running again. With Saransk secure and a fledgling industry set up the RC turned its attention to one of the greatest problems in the post DD world, nuclear weapons.

Gathering of lost nuclear weapons

Through analysis of reports and MiG-25R flybys the RC's scientists had discovered that most of the missiles located in the RC's territory had either been used or destroyed on Doomsday. However, two brigades of RSD-10 Pioneer missile equipped launchers were unaccounted for in the area of Ukraine that bordered the RC. Although the area had been struck by nuclear weapons it was assumed they had survived so the RC dispatched forces to recover them. Upon entering the Ukrainian territories the RCA ordered two MiG-25R's to fly over the area and locate the launchers. The two brigades were eventually located in the Ukraine with small communities having built up around the protection that they offered, the elite 6th Guards division was dispatched to recover the launchers from their drivers, by force if necessary.

Upon finding the launchers, however, it became clear that the drivers had died years ago and the people living in the settlements now dedicated their lives to preventing the WMD's from ever being used again. The RC needed the launchers and so was unfortunately forced to attack the villagers. Upon recovering the launchers the RCA set up a military administration to govern the captured territory and this has remained in place to the present day.

Meeting the Volga Germans

After securing several of the WMD's the Russian Confederation met yet another survivor community on the far end of its eastern borders, who were ethnic Germans living in the former area of the Volga Germans Autonomous Soviet Socialist Republic, which they simply called the Volga Germans Republic. Although initially against joining the country, as it saw it as a chaotic mix of several diverging ideologies and cultures, it too joined the Confederacy after intense debates on August 11th, 1999.

It joined the RC as it had knowledge of another state, which would quickly dispatch of it, if given the chance: the Socialist Union. This was the first time the Russian Confederacy had concrete evidence of its existence, as several dissidents from the USSR had found their way to the Volga Germans Republic. Vital information was quickly given and being unsettled by the information, the country was at least glad it had several nuclear missiles, as well as a supply of biological weapons from Shikhany.

Contact with the World

Having learned of the Socialist Union from the Volga Germans Republic the RC dispatched explorers to the south in the hope of locating other states that could be integrated in the confederacy. Every small state they visited was given the option of joining the Russian Confederacy and many did and those that didn't initially join the confederacy did so not long after having seen the equipment and material available to the Russians. Despite finding several small states the RC was convinced that they and the Socialist Union could not be the only major survivor states that had survived the events of Doomsday. This belief was finally justified in 2005 when the RC made contact with the Don Republic.

Unlike the other, smaller statelets the RC had come upon, the Don Republic was doing remarkably well for itself. Although giving them the opportunity to enter the confederacy, the country respectfully declined. This did not stop trade between the two countries and a warm relationship followed. Soon the country made contact with the Kuban People's Republic and all of the nations which survived in the Caucasus. Excited by the contact with other nations, trade flourished and embassies were established in almost all of the countries.

In 2007, the meeting the Russian Confederacy dreaded more than all had come: a military scouting party of the USSR stationed in the Kazakh SSR had stumbled upon the Volga Germans Republic.

Initial meetings with the scouts from the USSR were pleasant enough, the USSR was offered the chance to join the Confederacy, which they refused and the Confederacy was given the chance to join the USSR which was also refused. After discovering the Siberians attitude towards other Soviet survivor states was to invade them the negotiations became hostile. The scouts were taken to the the Confederacy's border and evicted from the country and to deter any possible attack from the USSR both the 6th Guards division and the 1st Strategic Rocket brigade were deployed to the border. Although there has not been any direct attack from the USSR, the country has denied it membership into the League of Nations, surprisingly alongside the ANZC and other members of the organization, as it deems the nation as an unstable alliance of various smaller states which is not responsible enough to have nuclear, biological or chemical WMD's. This has caused the country to reach out to any nation willing to help them gain international recognition. Allegations of known terrorist countries to have had dealings with the RC are as of yet unfounded.

Relations between the Confederacy and the USSR have been tense since the meeting, especially with the USSR's recent invasion of Aralia.

Economy

The economy of the confederacy mostly revolves around sustaining its ever increasing population, with emphasis on agriculture and breeding cattle, sheep, pig, and chicken. Excavating iron ore and large deposits of chalk is also on the rise, while the city of Yelets is important for iron processing and mechanical engineering. It also produces a limited amount of weaponry for the army. Other than Yelets, the town of Saransk is the biggest industrial center of the RC, producing electrical cables, chemicals, decorative cloth, food products; mechanical parts and metalworking. It also supplies the army heavily with new weapons, as well as maintains the small Air Force, which is based at Saransk Airport.

The rest of the industry mostly focuses on clothing, woodwork and food processing.


Politics & Government

The confederate structure of the Russian Confederacy's government allows for a lot of freedom for member countries, as several of them have governmental systems ranging from communist governments, outright dictatorships, to Muslim emirates, monarchies and different kinds of democracies. Although diverse in membership, this confederation has survived to this day, as survival has taken precedence over anything else.

This, however, does not stop representatives from these countries from bickering and fighting in the Confederate Council, or Confederate Duma, as it is called. From the ranks of this Duma, a Council Leader is appointed, whose term lasts for one year, although there is no limit to the amount of times one can be a Council Leader. He is then the official commander of the armed forces, oversees trade between the states of the RC and is the supreme judge if there are disputes between member countries.

The longest serving Council Leader to this day remains Andrey Tretyak, who is perceived as a symbol of the country.

The official Duma building is located in Rossosh, which managed to survive Doomsday, kept orderly by the efforts of General Tretyak. Although its own republic, the capital city is meant to be neutral ground where new policies of the confederacy are to be voted upon.

Military

The military of the Russian Confederacy numbers around 150,000 battle-ready men and women, who are either conscripts or volunteers, with professional troops maintaining the Air Force and the nuclear and biological capabilities of the country, as the city of Shikhany produces biological weapons, a worthy advantage against any threat. The only professional ground troops available are named after the former troops of General Tretyak, now generals themselves, from the 6th Guards Division and the 206th Motor Rifle Division.

The Ground Forces of the Russian Confederacy are known as the Russian Confederate Army. They number around 110,000 soldiers divided into ten divisions. Eight of these divisions are infantry forces and are made up of volunteers/conscripts armed with the Makarov PM pistol, the AK-74 or AKM assault rifle, the RGO Hand Grenade and various special equipment including the AGS-17 Grenade Launcher and the SVD Sniper Rifle.

The other two divisions are the 6th Guards Armoured Division and the 206th Motor Rifle (Mechanized) Division. The 6th is equipped with T-72 tanks and older tanks as the more advanced T-80 tanks are to complex to operate in the post DD world. The 206th is effectively the Russian Confederacies equivalent to the Spetnaz GRU and is equipped with the best equipment in the Confederacy, they are equipped with AKS-74U Assault Rifles as their main weapon, they also use the Makarov PM and the BMD-1 IFV as transport.

Currently the 6th and 206th divisions are stationed on the Confederacy’s eastern border to defend against attack from the USSR, while the eight infantry divisions are stationed throughout the Confederacy.

The Air Force of the Confederacy is known as the Confederate Air Force (CAF) and is based at three airports, two at Saransk and a third outside Rossoh. Around 30,000 professionals serve in the CAF although the number of pilots is substantially smaller. The Air Force is made up of;

The Strategic Defence Force is the newest and most important of the Confederacies armed forces. It is in charge of maintaining the twenty nuclear missiles that make up the Confederations strategic defence, it also maintains the country's biological weapon systems.

International Relations

Currently, the Russian Confederacy is not part of the League of Nations as both the Socialist Union and the ANZC are against their entry, as they openly allow oppressive regimes into their confederation and maintain biologic and nuclear WMDs.

It maintains relations with several nations in the former Soviet Union, such as most of the countries in the Caucasus and Belarus. It also has embassies in Prussia and the Federation of Greece as part of its plan to cultivate a group of allies that will help them to deter the USSR from invading.

It is also attempting to maintain friendly relations with the Ukraine Republican Coalition, as an alliance with them might prove crucial to stopping a future invasion by the USSR, though this is proving difficult, given Confederate control over parts of the former Ukraine. Kalmykia is believed to be debating some sort of arrangement with the Confederacy as well.

It also has established contact with the new Novgorod Republic, though relations there are frosty, as Novgorod considers them to be little better than Siberia itself. The Confederacy, however, has still tried to get an alliance with them, but to no avail, despite their mutual fears of Siberia - Novgorod has instead aligned itself with the Nordic Union.

Administrative Divisions

The Russian Confederacy is divided into several constituent states. Each of these states has its own government and military and they vary in size. As of 2012 the RC is divided into the following states:
