Rudy Giuliani (The Many Nations of North America)

President of the Republic of New York from 1988 to 2006. Giuliani used the New York Conservative Republican Party and the New England/New York rivalry to his advantage in a progressive elimination of civil liberties until he was in complete control of the State. Despite heavy militarism, he wasn't able to defeat the Kingdom.
