The Provisional Democratic Government of Hong Kong is a government proclaimed by Hong Kong Protestors on the 4th August. It controls sporadic territory with the HK SAR.
History
Protests originally occured in Hong Kong in 2014, but ended after strong movements against them, as well as promises by the government. Protests, however, began again in 2016 after Beijing attempted to enforce new Restriction Laws. Originally peaceful protests, with few arrests, on the 18th July the protests experienced violence, with over 250 protestors, police and by-standers injured; two days later, 20 protestors were killed in further clashes. Finally, large scale violence began after footage of police beating unarmed protestors was released.
The 28th saw protestors storm an armoury and seize guns and anti-riot gear, amongst other equipment, with some reports even of some police defecting.
The Unrest took an organised turn on the 4th August, when the Provisional Democratic Government of Hong Kong was established, prompting China to declare a local State of Emegency, and to remove Leung Chun-ying from the HK SAR.
Events went further in the direction of the rioters after major defections occurred within the Police to the Provisional Government, and on the 26th August the Chinese Government authorised military action against the newly formed militias, with the first, small numbers landing on the 1st September in the New Territories. However, due to defensive planning, on the morning of the second they had been deflected, and on the 3rd RoC representatives met with the Provisional Government. Later in September 2016, American volunteers were confirmed to be fighting alongside the PGHK, causing a stir between U.S.-China relations.
Politics
It is a provisional government that adheres to the principles of the "One Country, Two Systems" agreed by China and the United Kingdom in 1997 during the Handover. It is led by the anti-Beijing coalition within the Hong Kong government. The officials of the PGHK refuse to listen to the orders of the Central Government over the mainland.
Symbols
Former Flag
The PGHK has adopted a new flag and emblem, based of those of the SAR. The flag is the same, but recoloured a more traditional blue (the same as the former flag), and has had the revolutionary stars removed. Similarly, the emblem has been recoloured, and some words have been removed, changing it from reading "Hong Kong Special Administrative Region of the People's Republic of China" to simply "Hong Kong". Some people have also used the former British colonial flag in pursuit of removing symbols synonymous with the SAR.
Military
The PGHK does not have a permanent standing military. It is a composed of a militia of students, businessmen, ordinary workers, and Hong Kong Police officers who defected to the rebels. They are lightly armed with weapons that were either captured or turned over from police station and the nearby PLA garrison. Due to the lack of weaponry, they have been spotted to use improvised weapons such as pipes, knives, cricket bats, riot gear, molotov cocktails and fireworks. Their vehicles are composed of technicals, police cars, armored riot vans, urban pacification vehicles, police helicopters, and police patrol boats.
The ROC government has supplied them with weapons and material. Special Forces of the ROC military have been reported to fight alongside with the militia. In addition to that, there are alleged reports of CIA Special Activities Division paramilitary teams and MI6 operatives present in the area.
Foreign Relations
While not internationally recognized as the legitimate governing body of Hon Kong, the PGHK has garnered the support of the United States, the United Kingdom, Japan, Taiwan, India, Australia, New Zealand, the European Union, Vietnam, Malaysia, Brunei, and the Philippines.
It is allied with several Chinese separatists movements such as Uyghurstan, the Inner Mongolia Liberation Army, and the Northeast League. The American Volunteer Brigade heavily supports the PGHK militia in heavy weapons training and other operations against the PLA.
There are rumors that Hong Kongers wish to join the Commonwealth of Nations due to close ties with the United Kingdom.
