 Baja Peru was established as a puppet state in occupied Peru by the United Republics during the War for Amazonia. Baja Peru's President was Cullar, a former UR-Peruvian born adviser the executive branch of the UR. Baja Peru's people where supportive of the United Republic's cause to remove the Triumvirate in Gran Colombia. As Peru grew closer to the UR ideologically during the War for Amazonia, they began to consider annexation. Quickly the social movement grew and Cullar led Peru to UR nationhood. Peru also joined in union with Ecuador under the Treaty of Cordoba 1996, and was able to regain Northern Peru. Peru quickly instituted Laraenga's educational and poverty reforms before its nationhood acceptance into the United Republics. Afterwards, Peru began a green technology campaign, including solar panels and reforms to minimize non-renewable resources. Peru also completed heavy anti-air, anti-tank, anti-ship defenses as it was admitted into the UR.
