Palestine belongs to the Ottoman Empire. There are many places connected to the biblical history in Palestine, including Jerusalem, where small Jewish and Christian populations live side by side with the Muslim majority. Palestine has sometimes been proposed as a Jewish homeland, to which the Jews of the world could return and establish their own state. The Ottoman sultan allows restricted Jewish immigration to the area, but rejects the idea of an independent Jewish state in Palestine.
