The current government is a coalition of the Constitutionalist movement of Gilan and the Persian Communist Party.

In the aftermath of the Russian Civil War, some opposition parties in Persia took inspiration from the Russian communists to make demands on the central government. Fearing repressions after their demands were rejected, they asked for backing from Russia.
Althought they are colloquially known as the "Republic of Gilan", their full name reflects their hope of unifying Persia once more under a socialist government.
