The Republic of California is a nation formed from the northern part of what consisted the former US state of California.

California State Song

"I Love You, California", the state song of California during its days as a US state. After 1969 this became the national anthem of Northern California, except from the years 1981 to 1983, when it became a socialist republic.

Politics[]

Prior to the 1981 Californian Revolution, the country was governed by a constitution drafted in June 1971, following the overthrow of the regency, calling for a republican form of government, and after the defeat of the Fascist regime in 1988, a provisional government was formed, and used the same constitution.

Executive body[]

The president of California, elected by popular vote to a five-year term, is the head of state and the commander-in-chief of the armed forces. The President of the Republic also responsible for conducting foreign relations, such as concluding treaties, declaring war and making peace. The President has no right to veto any decisions by the National Assembly. Other powers of the President include granting amnesty, pardon or clemency, declaring martial law, and conferring honors and decorations. He or she designates a prime minister from the majority party in the National Assembly and must accept the cabinet the premier names. However, the premier can be dismissed under extraordinary circumstances. From 1971 to 1994, the president's official residence is the Carson Mansion in Eureka. With the government moved to Sacramento, the official residence is the California State Capitol in Sacramento.

The California State Capitol in Sacramento currently houses the President and the National Assembly.

Legislature[]

Legislative power is vested in a National Assembly, a bicameral body consisting of 200 members in the lower house, the Congress of the People, and 24 members in the upper house, the Senate of the Republic. From 1994 the Assembly convenes in the Capitol in Sacramento.

Judiciary[]

The highest tribunal is the Supreme Court of the Republic, made up of at least 18 judges elected for life. Ten are appointed by provincial governors, four by the National Assembly, three by the president, and the remaining one by the mayor of Eureka, but this provision became moribund after the capital was transferred to Sacramento in 1992, thus, after 1992, the provision was transferred to the prime minister. It nominates judges of lower tribunals, such as the courts of appeal, administrative courts and courts of first instance.

  • Libertarian Party- Third party that reflects the ideas of libertarianism.
  • Liberal Vanguard Party- This party promotes a socially liberal and progressive platform. Successor to the original pre-Doomsday Democratic Party in OTL.
  • Republican Party- Successor to the original pre-Doomsday Republican Party in OTL.
  • All-California Socialist Movement- A Marxist-Leninist organization that once supported Albert Wood during his regime. It promotes to re-install a Communist government.
  • People's Congress of California- another prominent Marxist-Leninist organization in California following the death of Wood. It consists of nearly all of the country's workers' unions.
  • Golden Bear Party- Reactionary, conservative party that favors the creation of a monarchy in California.
  • California Freedom Party- Party that calls for an end to war in the California region, neutrality and for the creation of a free democracy known as Jefferson. The party initially gained a small following among soldiers and those living along the border.

Former Parties[]

  • Communist Party of California- The sole Communist party in Northern California until it splits into two parties after the death of Albert Wood. Predecessor of the All-California Socialist Movement (the armed branch) and the People's Congress of California (federation of worker's unions)
  • Legion Party- The political arm of the Iron Shield. It is a far-right nationalist party supporting the emphasis of Victorian morality, nationalism, irrendentism, militarism, and reunifying all the successor states of the former US state under their control (reconquista). The very first neo-Fascist organization since World War II. Was once the largest and primary ruling party in Northern California. Outlawed by the Treaty of Sacramento, but revived by neo-Fascist supporters wanting to have the nation to enter the war on the side of Russia and the Axis.

Illegal Parties[]

  • National Labour Congress- A center-left party that promotes a Californian brand of democratic socialism, being careful not to take the trappings of authoritarianism. The party also favors the use of Zombie labour for basic physical activities in the workforce. Declared illegal by an executive decree by PM McDale due to connections with Rezurrectionists.
  • Californian National-Socialist Workers Group- The revived Legion Party. Organized by neo-Fascist supporters who wanted to have the nation to enter the war on the side of Russia and the Axis, and as a result, their actions caused a stir in the country during the wartime period. Known also in short as the Californian Nazi Party.

Prior to 1981, Northern California is divided into five provinces and the city of Eureka. Butte-Plumas was added after the area taken by the Californian Unification and Anti-Zombie Expeditionary Forces from the Zombies and parts from Shasta-Tehama and Lassen Provinces are combined. The Channel Islands were also added when rebels took the archipelago in case they got defeated on the mainland. Each province is ruled by a governor. Provinces are divided into counties.

Military[]

The Californian army consists of approximately 743,000 troops equipped with both American and Russian equipment. Most of the Russian equipment was acquired during the regime of Albert Wood. Continuing the traditions of the Bay Republic (which it invaded and annexed in 1994), the nation has also implemented the use of war bears, making it and Poland the only two nations to ever use a bear in the military.

Culture[]

Flag[]

The former provisional flag was designed by Earl Bascom, a rodeo pioneer, Hall of Fame inductee, actor, international artist/sculptor. The green-white-red tricolor was mostly based on the Mexican flag. Green represents the lush forest of the country, white purity and a bright future and red the struggle for survival of the nation.

In 1997 California started another flag design competition. Below are some of the designs submitted.

1994 World Cup[]

The 1990 World Cup was awarded originally to the Bay Republic. Following the California Unification, damage to the Bay Region made a few of the stadiums unable to be outfitted for the World Cup. Luckily the Republic of California was able to utilize stadiums and sites near the LA Metro Area. California is the second CONCAF nation to host the WC since Z-Day. However, the 1994 WC went something, although large amounts of tourism income was lost due to the previous war, and actually created an economic downturn for the Bay Area and California.

Literature[]

California's major contribution to literature two books: "El Noche del Triste" (A Night of Misery), and the famous yet controversial novel "Great Deceit". The former is written by Antonio Perez, who was a victim of the human rights abuses during the Communist (1981-1983) and Fascist regimes (1984-1988) in Northern California. the latter is a manifestation of biblical end-time prophecies, like the OTL novel Left Behind. Both have inspired movies, which were directed by John Clayton.

History[]

Pre-Apocalypse[]

Prior to the apocalypse, most of what is now the Republic of California consisted of the Sacramento River Valley, which once contained much of the OTL state's gold mines, which are now depleted.


State of Emergency and Conservative Period (1969-1971)[]

During the first years of the Zombie outbreak, the state of California was heavily affected. After the independence of the Bay Republic in 1969, what remained of the state severed its political ties to the United States and declared independence. Former Attorney General Stanley Mosk made himself provisional head of state and installed himself as the first prime minister, after signing a provisional charter to force. He decided to make the newly-independent state a constitutional monarchy, as conservative groups argue that a monarch offers stability and also provided a rallying figure for a nation, a personification of that nation that people can identify with. But a civilian junta was installed then, led by the former governor, thereby postponing it until 1970, when it stepped down from pressure by the National Assembly, dominated by conservatives. But it not meant to be, as a coup ended plans for a monarchy, instead becoming a republic.

Republican Period (1971- 1986)[]

The Fourth of June coup d'etat and Liberal Democracy (1971-1981)[]

A group of liberal-minded officers staged a sudden coup d'etat on June 4, 1971, drove Mosk from office, deposed the junta, and declared California a republic. In August of the same year, the National Assembly was dissolved followed by elections. Rudolph Laden was elected president. He initiated a series of programs, such as building up its army, improvement of infrastructure, and the establishment of a special internal police, the Internal Civil Defence Forces, whose function is to suppress any outbreak by force should one happen, and vaccination projects, done by a newly-established agency, the Civil Emergency and Defence Agency. The country once again enjoyed a period of stability and a booming economy. Elections were held again in 1976, and Arnold Gaitan, a Latino, succeeded Laden as president.

Californian Revolution and the Wood Regime (1981-1983)[]

In February 1981, in a session of the National Assembly, a top secret operation, dubbed Operation Syringe, whose mission is to eliminate high-ranking criminals by using syringes full of the Z-virus, was exposed by a political critic, who in turn was informed by a concerned citizen, a nurse, said that she heard from an injured 21-year old man that he was used by the Civil Emergency and Defence Agency on destroying a gang of blood thirsty killers, the so-dubbed "Blood Bathers". the mission was simple: infect the gang with the Z-virus. He disguised himself as a deadbeat gangster, pretending to sell off the syringes full of the virus to the gang members as heroin, which worked. The exposé caused outrage within the country and abroad. Civil rights organizations condemned the top secret operation, and it was discontinued. Later, on June 7, another group of officers, inspired by the Egyptian Revolution of 1952, formed an dissident movement, the Free Officers Union for Disease Control and Clean Government, led by Sergeant Albert Wood, staged a coup, forcing Gaitan into exile. The next month, Wood formed a new government, suppressed all opposition, suspended civil liberties, imposed strict censorship, and remodeled the economy along socialist lines. The military personnel associated with Operation Syringe were relieved of their command, dismissed  from service, and received prison sentences. In mid-June 1982, on the first anniversary of the coup that brought him to power, he declared Northern California a one-party state.

The National Assembly was dissolved, and he began ruling by decree, starting a reign of terror. Suspected dissidents were purged from the government. In November Wood signed a series of decrees known as the 'Fullbuster Protocol', which state that life begins when the embryonic heart starts beating (this provision gives off a small window for abortion) and ends at death, and 'undead' creatures are not alive, and anyone bitten by an infected host is considered as one. And an expedition force, called CUAZEF, or Californian Unification and Anti-Zombie Expeditionary Forces, under the command of Lt. James Grant, was formed. On August 15, the expedition force was deployed to invade the southern half of what used to be the US state of California. During the three-year history of the dictatorship, much of the population experienced restrictions on their freedom and violations of their human rights. Dissidents were systematically executed and thieves were punished by amputating one of their hands or feet. Meanwhile, the government succeeded in nearly eradicating the majority of the narcotics trade by December of the same year.

Democracy restored, and then toppled[]

Restoration of democracy and the "Black Hoods" (1983)[]

President Wood was killed in an air crash after delivering a speech in Eureka, and his brother, Gen. James Wood assumes the presidency. He improved relations with the major world powers and asks for mutual alliance with the United Republic. He submitted his country's application to the ISAF, but before doing so, he improves the education system, restored civil liberties, and resigned as president to reinstate Gaitan's government-in-exile. Arnold Gaitan died of cardiac arrest after returning to California to resume his term, so vice-president Louis Hummerton assumed the presidency on 27 April 1983. A mysterious human-Zombie hybrid strain that was first detected in male adolescents, mostly senior high school students and army recruits, shocked the nation to its core. They normally wear hooded sweatshirts, and behave much like cats on attacking their victims. As a result, President Hummerton asked the Republic of Florida for shipments of Phalanx to suppress the internal epidemic. But an idea came to a former Free Officers' Union member, Gen. Bill Edwards, to use the hybrids (which he dubbed 'hunters' because of their behavior) to form a commando force, the Black Hoods.

Rise of the Iron Shield and Pittankel's extreme right dictatorship[]

A Fascist organization, the Legion of the Iron Shield, or simply the Iron Shield was formed by a group of right-wing officers which coalesced around a young officer named Louis Pittankel. By July 1983, about 40% of the regular army commanders and a whopping 54% of the CUAZEF commanders were members of the Iron Shield. At first, President Hummerton tolerated them, but later attempted to suppress them, because of their majority in his government. Elections were held in April 1984, and the Iron Shield won a landslide victory. As a result Iron Shield chairman Louis Pittankel became premier, and Hummerton went into exile. Pittankel later took over the presidency, and became president and premier at the same time. He later formed a new government, suppressed all opposition, suspended civil liberties, imposed strict censorship, slaughtered hundreds of dissidents, landing opposition leaders to jail, and decreed the formation of a single-party state.

President Pittankel again dispatched a note to the Bay Republic to join Northern California. The note was rejected and so Pittankel decided to declare war on the Bay Republic. By 1984, Northern Californian soldiers entered southern Mendocino. Some of the soldiers took up the flag of Jefferson, to which many far northerners affiliate.The North Californian ship R.C.S. Alex Mercer blocked the entrance to the bay and the R.C.S. Modoc prepares to shell the city of San Francisco. North Californian foot soldiers captured the city of San Rafael after intense fighting with the Bay Republic's militia forces, followed by San Mateo eight days later. The Travis Air Force Base also fell, allowing North Californian MiGs to launch air strikes on Oakland, Alcatraz and Treasure Island. Later, a group of radical northerners successfully assassinates Virgil Baal, the leader of the Bay Republic.

CFP coup and Pittankel's quasi-Nazi dictatorship[]

An interim 'government-in-exile' (In practice, it is more of an activist organization than a government-in-exile, as another group took power in California after the fall of Fascism, and dissolved at war's end) is formed by the Californian Freedom Party leader Mark Robinson in Seattle. He calls for a revolution in Northern California to end the regime of Louis Pittankel. Many took up to the streets in protest against him and called for his resignation. By this time Pittankel can no longer contain his anger, so he stepped he declared a state of siege in the country, not knowing that a coup d'etat is on the way, staged by CFP-backed officers. The coup failed, and Pittankel signed the National Security Enabling act into law, bringing the Californian Republic to an end and marked the rise of the Greater Californian State, with Pittankel as their leader (He abolished the presidency, but rules both as head of state and prime minister by creating a post similar that of the Führer). He planned a large-scale invasion of the Bay Republic, occupying its northern half in no less then seven months, with an army of 1.3 million soldiers. A heavily-edited version of Star Wars was also released in theaters, in an effort to glorify his regime. However, the regime establishes the Bear Guard, a highly trained elite force that is the regime's version of the navy SEALs and uses them to terrorize the Bay Republic until they surrender. Continuing the invasion of the Bay Republic, North Californian soldiers finally captured Sacramento.

Fall of the regime[]

In February 1987 Pittankel disappeared from public view. Some said he committed suicide in his safe house; others said he fled to Texas. However, Bill Edwards, succeeded Pittankel as Caudillo. He corrected the problem on the Black Hoods by appointing the health minister Dr. Francis Wood, the son of Communist dictator Albert Wood, to the premiership in March. But in 1988 the tide turned against them.  Louis Pittankel's whereabouts were leaked by an insurgent spy to a group of TCC and Cascadian officers, who were planning a land invasion on the northern border. His whereabouts, according to the spy, who pretended as one of Pittankel's guards, said that he resided in a heavily-armed mansion not far from Montague, in Siskiyou Province. A day later, a group of TCC partisans captured Louis Pittankel and his mistress, Anita Klaubarg. Some of Pittankel's colleagues managed to escape, but most of them were also nabbed by the partisans. Gen. Bill Edwards, the commander-in-chief of the Fascist regime, was booted out from power due to a no-confidence vote by the National Assembly, now dominated by a coalition of the Californian Freedom Party and the Liberal Vanguard Party of California. After the no-confidence vote, Prime Minister Francis Wood became provisional head of state for two days, which ends after rebels finally capture Eureka on February 17, 1988. The Great Californian State has finally come to an end.

New Democracy[]

With the war over, Ronald Reagan, the chairman of the Transitional Committee, meets Bay Republic leader Virgil Baal (who survived the assassination attempt staged by radical northerners) in a state visit to Sacramento to discuss the formation of a UR-style federation. A plebiscite was held in Northern California whether the country should be renamed Jefferson. However, Prime Minister Manuel Perez dissolves the Transitional Council after the drafting of a new constitution was complete, and proclaimed the Third Republic of California, with Reagan as president. Perez remains as prime minister of the new republic. An international tribunal convenes in Eureka to start the trials of the North Californian war criminals, as said in the Treaty of Sacramento, especially Louis Pittankel, who was sentenced to death by hanging, and Bill Edwards, who was sentenced to life imprisonment. However, talks for federation with the Bay Republic failed; the failure of the federation with the Bay Republic extinguishes almost every hope of unification, which caused President Ronald Reagan to announce his resignation. But the National Assembly and Prime Minister Manuel Perez encourages him to stay in power. The Northern Californian government asks Ronald Reagan, their most charismatic leader to continue ruling the nation. He reluctantly accepts after Prime Minister Brown states, “California isn’t yet unified, but you’ve unified our people.” 

The 'Earthquake'[]

On March 15, 1991,  PM Manuel Perez was assassinated by radical extremists, because of his support to keep the Black Hoods, proposing the so-called 'Zombie labour', and allegedly sympathizing Californian Rezurrectionists. As a result President Reagan (who just returned from Salton) who feared that Perez's assassin could be one of Revere's followers, dissolved the National Assembly and called for elections. Also,not long Perez's demise, a butler in the Carson Mansion discovered a bomb planted under one of the dining tables that doubles as the president's work desk. Fortunately, Reagan was away at that time, delivering a speech on the late PM's funeral. However, the newly-elected National Assembly has already selected a new prime minister, Hendrick McDale. As PM, McDale renounced Zombie warfare, and plans to join the CSTO to help them defeat rebels. An investigative commission was created by McDale to investigate the death of his predecessor. In 1992 the official results come out. The assassin's identity was revealed, but not of the mastermind behind it. The assassin's name, according to official documents, was Nikola "Nick" Whiplash. Soon after, Meanwhile PM McDale uses his emergency authority to stage a crackdown on the Rezurrectionists. Prior to hanging, the assassin Nick Whiplash confesses on air that he himself is a Rezurrectionist. In 1994,  However, tensions die down after PM McDale was given emergency powers by the National Assembly. Three days after protests broke out Reagan declared martial law, fearing a Zombie outbreak in the metropolitan areas, only to be lifted later. In 1994 the National Assembly extends PM McDale's dictatorial authority indefinitely.

The incumbent, Margarita Perez, tries to hold to power against former prime minister Hendrick McDale. protests begin to spark as a consequence, saying that the Perez family is treated more like monarchs. As a result unrest against the re-election of Margarita Perez as the president ensued. Taking advantage, the Communists again planned a coup to overthrow the republic. On June 2, the coup happened, and was successful. However, the legal government went to exile in either to Cascadia or Salton, led by Prime Minister Wilson and his cabinet. The Free Californian Army (formerly the Californian Freedom Front, who fought in the 1984 war against the Fascist regime), flees the country, and regroups to two camps; the northern one on the Cascadian border, the southern one in Salton.
