The First Continental Commerce Treaty is considered by economists and historians to be a last effort to build a Railroad link from the United States to the Pacific Ocean. One of the British Empire's largest fears was that of a large-scale war in the Pacific; and decided it would be best to retain an (at least superficial) alliance with Neighboring Countries.
The Second CCT was signed in 1859, a point in North American History in which it became obvious that, with plans for a transatlantic cable, trade between Great Britain would be achieved through mass communication, something which was decided not to be adaquately protected in the First Treaty.
The Third CCT was written in 1865 to include Texas and Mexico in the agreement.
