The Executive Magistrate of the United States is the head of state and of government; it is equivalent to a prime minister in most other systems, except that the office is elected for a term of four years, and the legislature can not recall the E.M. by a simple no-confidence vote. Additionally, its holder is chosen jointly by the nation's bicameral legislature, rather then the lower house alone, as in most parliamentary systems.
