The German army decides that invading the Soviet Union would not be a good idea, so therefore it is decided that it would be best to try to end the war.
Stalin, having suffered grievous losses at the hands of the Finnish and Germans, decides that perhaps the he should cut his losses an agree to a peace. The Treaty of Helsinki is signed, which pretty much restores everything to the status quo, except that the Russian's must give Germany and her allies favorable trading deals.
But Stalin decides to use this time to reform the Red Army. Tanks, airplanes and new guns are made and distributed, training is intensified and new tactics are developed. by 1940, the Red Army has reached the peak of efficiency and professionalism. Now, what does the Soviets do?
