High Chancellor of the Russian Imperial Confederation (rus. Высокая канцлера Российского Императорского Конфедерации translit. Viysokaia Kantslera Rossijskogo Imperatorskogo Konfederatsii) or High Chancellor (rus. Высокая канцлера translit. Viysokaya Kantsler), colloquially referred as Prime Minister (rus. премьер-министр translit. Premyer-ministr) is the second most powerful official in the Russian Imperial Confederation. Who, according to the Article 24 in the Imperial Constitution "On Government of the Russian Imperial Confederation". the Official is the leading member of the Cabinet and the Head of the Government of the Russian Imperial Confederation.
the Head of the Government during Kievan Rus' time was called Leader of the People's Council (rus. Глава Народного Совета translit. Glava Narodnogo Soveta). Only the sone of Prince of Kiev can obtain this title.
Tsardom of Russia
the Government of Tsardom of Russia was dissolved in the time of Ivan the Terrible. But the Tsar himself has establish the office of the Tsar Commander to take care of the security of the Tsars and the people of Russia. Also, the official is the representative to another country as well.
Alexander III reestablish the new government of Imperial Russia. the Government of that time called as "Imperial Council of Russia", had 15 members and was led by Grand Duke George Alexandrovich of Russia to solve the domestic and foreign issues.
After the coronation of Mikhail II or Mikhail Alexandrovich Romanov II of Russia, Russian Empire was transformed into a republican state but its head of state is still from Imperial Family with a competing Imperial House of Gudonovich. And Mikhail II himself also established a new democratic political reform as United Kingdom of Britannia as the template of the reformation. The head of the government has responsibility to control the domestic and foreign policy of Russia.
The current head of government or High Chancellor is Dmitry Anatolyevich Medvedev, 3rd Moskovskiye Baroniye.
Duties and competences
In general, the high Chancellor serves more of an administrative role, nominating members of the Cabinet and implementing domestic policy. In accordance with the imperial constitutional law "On the Government of the Russian Imperial Confederation" the High Chancellor exercises the following duties:
- determines the operating priorities of the Government and organizes its work in accordance with the Constitution, imperial constitutional law, imperial laws and Imperial decrees - submits to the President proposals on the structure and functions of the central institutions of the executive branch (e.g. Ministries and Imperial agencies); - nomimates the vice high chancellor, imperial chancellor and other officers and presents them to the Monarchic President - submits to the Monarchic President proposals on punishment and rewards of the government members; - represents the Government as an institution in the foreign relations and inside the country; - heads the sessions of the government and its Presidium where he has the decisive vote; - signs the acts of the Government - distributes duties among members of the Government; - systematically informs the President about the Government activities
