The Grand Council may veto laws passed in member states of the RF, Declare war on behalf of the entire RF, amend the Articles in the Treaty of Minsk with a new treaty, and make laws concerning the entire RF. Only Grand Principalities and Sovereign Principalities may send Candidates. In case of a draw, the consequences are outlined in the Treaty of Minsk. The Ratio of Grand Princely to Sovereign Princely representatives within the council is three-to-one. Most resolutions either require a 50% + one or a two-thirds majority.

Support for the HRE in their war against the caliphate

Military Support requires 50%+1, war requires two-thirds - nine votes in total. Six votes for war and five for military support only.Grand Principalities can send supplies at will. To actually get results as agent is in wiki-break. All of Novgorod and All of Moscow have to agree for a war with the caliph-Lx (leave me a message) 20:25, October 17, 2012 (UTC)

Arguments:

For: It is protecting Christianity, and the center of Orthodoxy is being attacked, and is technically in violation of the proposed agreement that never happened. Our ally Brandenburg may have been attacked in the crossfire. You never know, maybe it will gain us the HRE's support if the Caliph attacks Russia ... also, they are oppressing our Cossack brethren and they control a very valuable place: to us: the Crimea. By attacking Byzantium they declared war on orthodoxy as well as the Pope.

Against: Unlike the HRE, the Caliphate is at our actual land borders. It will sabotage our relations...the only things keeping us from being invaded are our good to decent relations. If we anger the Caliph and support the Holy Romans or even go to war with the Caliphate. Support of the HRE in the case that the Caliphate attacks Russia, however is not guaranteed.the Caliph is at our borders.

Declaration of War upon the Sibir Khanate

Same as the previous proposal. 50+1% for support, 2/3 for full war declaration. that's five and six votes. Supplies may be sent at will.

Arguments

For: they are in the way of our eastward expansion. It was the Plan of Tsarina Marpha I of capturing them. they will be easy enough to capture, especially since Novgorod, who will be a leader in this endeavor, has augmented its capacities and recovered form the War. They are in civil conflict and therefore easier in a case to conquer.

Against: They will be harder to control due to civil disarray, and much more civil unrest. This will push the bounds of the political system, as they are getting farther and farther from Warsaw, Novgorod and Moscow. We should perhaps destroy from within and create several mini-states first

Prohibition of Bogatyr ships of going through the Cape of Death (OTL Cape Horn)

Must require 70% votes to pass. seven votes.

Arguments

For: Bogatyrs are friggin' expensive. one ship already sank on the first voyage through, and another severely damaged. if Bogatyrs were to get destroyed, it would really set back our navy. There are other ways of getting to the Pacific ... around Africa and less risky. One ship can carry 500-1000 people. many many people. the Navy does not need Bogatyrs to assert dominance to the Incans. Barques will do the trick and are much superior to their sailboats.

Against: This will set back our navy. they can be replaced, and no other European nation can rival them. losing one will not destroy our navy. this will destroy the navy's capabilities to conquer in the Pacific. It is a much longer, and therefore more dangerous route through the Indian Ocean. More chance for pirating and destruction.

Out of respect for democracy, until Agent comes back, neither side will use Poland, I presume.

Sounds like a good idea, but now that Moldova's coast has been seized, we have loads of places from which to pump out Bogatyrs.

I'm pretty sure we don't need this section, as I thought it was clear that the treaty IRL was still under construction but in game it is the final version of what would be the treaty in the future IRL will be 1482 one in-game. It was to have a quicker creation and the basic tenets of the Russian federation were understood: No slavery (indentured servants don't count because the servitude is not hereditary and voluntary) unless it is a punishment, the Tsar is first amongst equals of three grand princes (Moscow, Novgorod and Poland), other are principalities if vassals and sovereign principalities if not, and the grand council performs laws and I thought I mentioned Zemsky Sobor being a thing...but I am not sure and support each other in wars. Everything else is just fancier wording...unless you added something drastic. I also added things to treaty and made some things more clear (the one about 150 members from grand principalities I made 50 appointed members from each grand principality as we at Zemsky Sobor to be of all Russia and not just from principalities). but this way works just as well ... so Novgorod support ...-Lx (leave me a message) 03:59, November 17, 2012 (UTC)

Creation of a Central Colonial Authority of the Russian Federation

This motion would create a central authority for the Russian States. Any nation can have a colony. this vote would require 70% agreement. considering there are ten eligible votes, Moscow, Baltica, Poland, and Novgorod, seven votes are needed for the motion.

Following the example of Poland, Novgorod has created a central bank of their own. requires two-thirds of the vote - essentially requiring seven votes of ten.
