He is best known as the __th Governor of Pacifica, a position he held from 2003-2011, after spending sixteen years as Mayor of Sahalee (1986-2000). A Democrat, Campbell balanced the budget in Pacifica while lowering the state income tax to prevent the flight of wealthy employees and employers to neighboring Washington, and raised the minimum wage three times to give Pacifica the highest minimum wage in the country.
