The facility is located deep beneath the Urauslain Center for Disease Control and Prevention and houses more than 500 medical scientists, physicians, technicians, and support staff.
It's used as a back-up facility if the the surface facility is under attack or as been damaged beyond repairs.
It also houses the state-of-the-art holographic avatar for V.I.K.T.O.R. (Virtual Intelligence Kinetic Technological Ontological Researcher) in the underground facility. The holographic avatar had two gender forms: Its masculine form was in the form of Louis Pasteur while its feminine form was in the form of Isabel Morgan.
