And the viceroy is the Head of the Government, the secondary executive powers, the diplomatic powers and the mediator between the king, the parliament and the people.

History[]

After the fall of San Martín in San Lorenzo, the royalist army invaded the northern provinces of the rebel dominion.

After hearing the news about his colonies in America, the king Ferdinand VII of Spain fled to Buenos Aires and proclaimed the Principality of Rio de la Plata. On 1814 Napoléon won the war against the Coalition and the Treaty of the Ardennes was signed. Ferdinand proclaimed a new kingdom for conserve his throne.

The rebel leaders fled to the south and established the Patagonian Republic; a democratic government which fought the Ferdinand's kingdom. Also Artigas's troops in Uruguay struggled inside the Rio de la Plata territory.

On 1817, a new rebellion initiated in Peru. It was led by Juan de Dios Rivera, a cousin of Túpac Amaru. He demanded the independence of Peru as a constitutional kingdom.

Artigas began his own rebellion in Montevideo, and the Patagonian army invaded the Rio de la Plata too.

Buenos Aires was besieged for days, forcing Ferdinand to fled again to Cordoba. In Cordoba he was killed during a ambush. Though, the Artigas army was defeated and a new king was designated; Carlos María Isidro de Borbón.

Charles I became allied with Peter of Brazil, who sent his armies to the Rioplatense borders to defend it. Charles' reign was more absolutist and repressive than the reign of his brother. Because of it, many soldiers deserted and joined to the rebel army.

Juan de Dios Rivera captured Charles I on 10th december of 1820. Charles refused to sign a constitution wrote by Rivera. Charles I died a year later.

In his absence, Pedro de Sousa Holstein was appointed as regent for Peter I of Brazil. On 1821 the rebels attacked Buenos Aires and sent de Sousa to Rio de Janeiro.

Although the constitution was signed that year, the rioplatense government was still a monarchy. It displeased the republican government of Gran Colombia.
