This article is about a treaty signed by the Tsardom of all Russias, the Kingdom of Hanthawady (as main parties), and Brandenburg, Vietnam and Itsahagi as observers of the treaty in the map game Principia Moderni . It was written by Ivan IV, Tsar and Grand Prince of all Russias himself, and reads as follows:




The Treaty[]

This Treaty, Signed upon by The Tsardom of all Russias, the Kingdom of Hanthawady and at least 3 observer states and will decide the future of the kola peninsula, its administration, the rights and privileges of the Mon residents and its judiciary system and how sentences are to be carried out. This treaty will come in effect only and immediately after all parties and a minimum of three observer states sign

Article1-Administration[]

The area of The northern Kola Poluostrov (peninsula), up to 20 km off water (rivers, lakes etc...) and 100 km off the coast of the arctic ocean is open to Mon residents and will be the main area of land affected by this treaty. The Area of the northern Kola will be administered jointly by a Mon Viceroy and a Russian Knyaz, they will be called the Kola council and all decisions must be unanimous amongst the two members.The heads of state of Russia and Hanthawady will have the right of veto to decisions of the council.Russian must stay the official language of administration and Mon language co-official if the Kola Council so chooses. the Russian Knyaz is encouraged (somewhat forced) to learn the Mon language, and the Mon Viceroy is encouraged (somewhat forced) to learn Russian language. Russian must also be the language of business

Article 2-Rights and privileges of Mon residents[]

Mon Fishers, Whalers, Miners and others of the sort have the privilege to work as they wish within the area defined by article 1 the Treaty, Mon citizens can migrate and work within without any Russian Officials intervening to their presence. They may whale, Fish or hunt seal as much as they wish within reasonable distance from the settlement, as will be decided by the first meeting of the Kola Council. As a Tax for kond permission to unstopped do these actions, the Mons must pay as fine 20% of total seal fur and ten rubles for each second whale caught in the Arctic ocean. A mon does not have the rights to work outside of the area that will be defined by the Kola council unless he gets a permit by the Russian government (85% chance of getting it), and will not have the full rights of Russian citizens, but only partial rights. A Mon may gain full Russian citizenship if he meets one of the three following requirements: 1. Have lived on the Kola for 20 years as a free man, then lived in one of the great Russian cities for five years, in this time never having served Jail time, and if so for less than a year, for every time one year will be taken off of the "living in Russia" time, or if for more than a year, the time spent in Jail will not count towards the 20 or five years. or 2. if one is a child born in Russia of Mon descent, may gain Russian citizenship by denouncing any claims to mon citizenship at the time of his 14th birthday, after receiving the citizenship, he may proceed to gain Mon citizen, but do so as a immigrant. or 3. have served in the Russian army for 25 years and proved loyalty to the Russian crown. Mining Privileges will be granted to anywhere 100 km off the coast of the Arctic Ocean in Russian-controlled lands and with special permits on the Urals, but 10% of all mining materials (10% total worth - if 10 karat diamond = 10 kg of gold, give 1 kg of gold to Russia for the diamond). But they may not mine in non-Russian controlled Siberia until Russia controls it and Mons must recognize Russian Claims to Siberia and Northern Asia. If war is declared, or if armed insurrection happens Russian Authorities of the Tsar may strip Mon Residents of their rights and privileges of settlement and the person or people involved will be deported, same goes for murderers, if the judge in the court decides so.

Article 3-Judiciary system[]

Unless acted upon by the Kola Council, the law that reigns supreme is Russian, along with punishments and prison terms. Mon law will still exist in the area and will be the form of law if Russian law does not exist in the region, or does not specify and Mon law does, mon law will be used. Russian Punishments and prison terms for crimes will take supremacy over mon ones. If Russian law does not prohibit a certain thing, and Mon law does, Russian law is supreme, but if Russian law is neutral, Mon law is Supreme, or if Russian law does not have a punishment, Mon Punishments will be used.

Article 4-Militarization[]

The militarization of the Area defined in article 1 will be as follows: the militarization level will never rise above a ratio of one military to 50 civilians. The amount of Russian and Mon soldiers in the area must be in equal numbers or less than the number of Russian soldiers.
