Charter of the Organization[]

Part I Treatment of Other Nations[]

Article I: All nations within and not within the organization must be treated with respect and dignity.

Article II: Neutral nations/states outside of the organization should not be attacked for unjustly reasons.

Article III: Mobilization of military armed forces of the organization may not move through neutral states unless that state gives its consent for military access. (Falls under both Part I and II).

Part II Declaring War on Enemy States[]

Article I: The use of fake terrorist attacks to declare war on another nation will result in a kick from the organization.

Article II: All nations within the Global Unitary International Treaty Organization are incited to assist and aid other nations within the organization if they are attacked, within civil war, or in a revolution to ensure the stability of the organization and the co-operation with its allies.

Article III: When in war with another nation(s)/state(s), the Geneva Convention must be followed.

Article IV: The threatening of one nation(s)/state(s) absolute destruction during a war will be prohibited.

Article V: You are incited to only aid any members in the organization if they are attacked or in civil war first. Sending aid to any nation(s)/state(s) that is an enemy to a member of the organization will be prohibited.

Article VI: Attacking another nation within the organization will result in an immediate kick.

Article V: Security Council Members of the organization must at least send supplies to any nation within the organization that is being attacked or attacking if that war started from the attack by a force not within the organization.

Part III Propaganda and Influence[]

Article I: Governments within the organization are allowed to spread influence to other nation(s)/state(s) within and not within the organization unless it's only for a reasonable purpose.

Article II: Vassalization of another nation(s)/state(s) within the organization if only accepted if it follows a treaty before this organization's founding of 1999 or if that nation gives its consent.

Article III: The use of propaganda to forcefully recruit people into your nation's/state's military is prohibited. However, programs such as the United States Junior Reserves Officer Training Corps is allowed.

Part IV Distribution and Manufacturing of Weapons[]

Article I: Distribution of weapons to terrorist organizations is prohibited.

Article II: The production of Nuclear, Biological and Chemical, thus also the use of these types of weapons is prohibited. However, if you already have nuclear weapons they must not be used.

Article III: Secretly distributing weapons to ANY state, allied or not without stating this to the alliance will result in an immediate kick from the organization.

Article IV: Aiding any nation(s)/state(s) that are in war with any member of the organization will be prohibited.

Part IV Miscellaneous[]

Article I: The incite of civil war in any nation within the organization is prohibited.

Article II: The intentional hiding of any war criminals and/or terrorists is prohibited.

Article III: Promotion of terrorism, illegal arms trade, and aiding of any rebel/terrorist group is prohibited.

Joining the Organization[]

Anybody that is in good relation or neutral with the organization is allowed to make an application. However, a point based voting process has to be done. The Head Security Council State will have four when voting, regular Security Council States will have two points and regular members will have one point. The amount of points required to join the organization will be based off how many are currently in the organization. The current amount of nations divided by three (12 Points) is the amount of points needed to join in the voting process. (NPC or Nations with Players that are inactive will be done by an RNG by a Security Member. If the RNG is 0-49 it is a decline, if the RNG is a 50-100 it means that nation has accepted). This is to ensure that nations aren't rapidly joining and creating too many problems for the Security Members members to handle. For an application please explain your primary reasons on joining the organization, secondary reasons include how my nation joining will benefit the organization, what type of security it can offer to other nations when attacked, etc.

    • Russian Federation: We will only accept if they change their decision of starting a nuclear program as we feel that no more nations need weapons of mass destruction
    • Texas feels their nuclear program is of no concern. We feel this is a step in the right direction.
    • The AFR Intern Government would like to allow the WAF into this organization, but we fear that they may attempt to produce nuclear armament in the future. We are not against them joining, we are against their nuclear program, and request that Texas or another nation monitor it with the WAF permission. If they agree to allow inspections, we have no problems and will welcome them in.

Since this is apparently how it is done, we formally wish to join GUITO. We are a semi-powerful nation in the Indian subcontinent who are willing to help the international community enforce international laws. We have already contributed troops to pacify West Africa and we are considering aiding in the occupation of Wu.

It's not really an occupation but an assistance force.

We request the opportunity to join the Global Unitary International Treaty Organization. We are a unified group of nations that are willing to aid international community on retaining the principles of peace and stability, while also enforcing international laws on those that seek to break them. The recent Second Middle East War shows that we can and will enforce treaties against those who break them by any means necessary. Our position and power in the Middle-East will lead to a voice that is almost lacking entirely in the Global Unitary International Treaty Organization and will lead to greater peace and stability in the Middle-East.

United Republics Diplomat: (as referenced in the turn when Guyana applied): Venezuela and Guyana have had the longest running current border dispute in history (longer than China/India, etc.) Venezuela and the UR have attempted to follow the Treaty of Geneva that was signed in 1966 between Venezuela and the UK, and come a peaceful resolution, but Guyana has been unwilling to work with us for two years, and when they finally met with Venezuelan diplomats they refused to talk about any terms whatsoever. For this reason we ask that people reconsider their vote as Guyana is unco-operative and is only seeking protection for an issue they refuse to face peacefully.

The Russian Federation proposes the immediate removal of the corrupt regime that has control of the West African government and the establishment of a Democratic-Republic in the nation. This is due to their nuclear weapons program where they are attempting to produce weapons of mass destruction. Which breaks Article II, Part IV of the GUITO Charter. West Africa has also moved into the north and has attempted to expand into the nations of Morocco and Algeria which are independent states to seize their uranium deposits. Unless we act now, another nuclear power will rise with a corrupt regime that can endanger world peace and also endanger world supplies coming from the Middle East and Northern Africa.

Should I post this here?

I don't know if I should post this here, but Switzerland is claiming land that makes no sense at all (like Lyons), and "influencing" random nations, I think that is pretty implausible, especially when he made Croatia get unification happy, which doesn't make any sense at all. He was threatening me, so I put up a temporary blockade. I will remove this if said, but his war mongering and "influencing" is breaking a world ceasefire.  We have to stop this before they kill tons of innocent people, and Annex nations like hell.

Because of the large ethnic profiling towards our nations after the great war, the Russian Federation is proposing a way to make sure that this doesn't happen in the future by making an international student exchange program. This will reduce ethnic profiling and make sure citizens within the nations of this organization don't speak up against one another.

Resolution 006[]

Recent events in the Philippines have drawn the attention of multiple nearby states and government after their intended firing on Muslim protesters has occurred. This rogue and unjust act broke Article 2, Part I, and Article 13, Part II, of the Fourth Geneva Convention slaughtered Muslim protesters. We see this as an act of intentional unjust genocide that has been ordered by the local government. If we do not intervene, more lives can be lost. The Russian Federation proposes the invasion, containment, and future occupation of the Philippines because of their acts.

Resolution 007[]

In the recent Treaty of Frankfurt a four sq mi area was ceded to the United Kingdom. We believe that this should be revised. This is invalid and should be undone since the area in question was a small, now abandoned, area comprised of joint military bases and private American property (namely the Bechtel family, among others), that which the United Kingdom does not own. The area in question has been operated by the United States for decades, and is important in the United Kingdom's own security, as well as the surrounding area, the Channel League, and northern Europe. The facility is now gone to waste, leaving these areas vulnerable. Furthermore the area is home to the Channel League headquarters, an organization that the United Kingdom is not even in.

Resolution 008[]

In recent events, the United States has illegally moved troops into the AFR forcing its government to fleet to smaller territory or a host nation. Troops have also been moved to Vancouver for "security purposes" which in total makes little if any sense at all. The Resolution is aimed at re-instating the full independence of the AFR from the US as well as the removal of US forces from Vancouver. The actions the US has taken are in Direct Violation of the GUITO Charter and cannot be left standing. These are the Offenses as listed:

  • Article III Part I: Unreasonable forced spread of influence into the AFR.
  • Article VI in Part II: of the charter which is the invasion of another member. This is not security and will be considered an invasion due to the AFR's government being in total exile in another nation.
  • Article II of Part III: has also been broken with the forced vassalization of the AFR under a US controlled puppet regime.
  • Part IV Article III: Weapons Trafficking to The Republic of China
  • Part II Article IV: The Destruction of the AFR as a nation state is very possible especially under a US puppet government the nation will be annexed and cease to exist altogether.
  • Part I: The entire portion of the Charter has been violated by the violation of a neutral nations sovereignty by US troops on Vancouver's soil, the Deployment of Troops into Vancouver without their consent, and what could be seen as an attack on Vancouver by its government.
  • Part IV Article IV: Aiding of Nation currently in conflict with a member of the organization.

T  The Following Offenses make up the majority of the Charter and most of them Warrant large scale military action by all members of the organization the US's Aggressive Behaviour is something we wished to prevent in order to establish a more peaceful planet. Passing of this Resolution should not be taken lightly as the US will be kicked from the Organization regardless of its position, and that if worst comes to worst the US will be Invaded by the Entirety of GUITO. (The kick from the organization is sanctioned as the US has violated parts of the charter which do in fact end in a kick)

Due to the nature of the offenses listed and that it makes up the majority of the Charter the US may or may not be able to vote. This will be based on large consensus of nations listen in the discussion.

The UK and its New Commonwealth Member of Oceania seek to deny the US a vote on the basis it has violated 70% of the Charter and hence does not represent the interests of the organization, Please say whether you agree or not and we will decide off those votes.

The AFR in exile agrees and would like to see the USA kicked from GUITO.

We disagree that Russia should take the position of Head State if the US is kicked. It is in Texas's opinion that a 'Head State' is unnecessary. Furthermore, Putin's regime has not done much to aid peace. The Doctor is in... 22:22, July 29, 2013 (UTC)

No Head State position will exist following the resolution. However, this entire resolution is in fact santioning the invasion of the United States of America.

Resolution 009[]

The Following Resolution is being established that something must be done about Germany who as acted in Conjunction with the United States. While not breaking as many articles as the United States two very important ones were:

  • Part IV Article III: Germany has distributed weapons to the ROC which results in a kick
  • Part IV Article IV: Germany is aiding in some way a nation in open conflict with the GUITO member of Korea.

The Goal of this is to bring awareness. Punishment may end in GUITO military involvement but the UK would prefer not to destabilize Europe once again with more war. Punishment is up for debate except for organizational kick. It has acted in conjunction with the US and must be removed as a primary organizational member.

As we are the resident security council member for Africa, we request that we be given control of the situation in West Africa rather than powers like the United Kingdom which have no business in Africa.
