Based on this flag I came across years ago.

I foresee this design as being an amalgamation of the Christian flag with that of the Russian flag. The canton and cross represent the predominantly Protestant population of the governorate. The Russian tricolors are meant to represent the governorate's loyalty to the Russian Empire during its existence. The white cross is meant to represent the governorate's de facto neutrality during the Alaskan Wars (holding a striking similarity to the Swiss flag).

The overall dimensions are based on that of the Greek flag.
