The International Community of Socialist States (ICSS) is an economical and defense organization comprised by the Federation of Socialists Republics, Turkestan and Mongolia. Its multilateral activities include economical development and planification, trade exchange, and defense. It has been instrumental in setting up cultural and scientific cooperation. It also functions has an observer before other international organizations. The Treaty of Friendship, Cooperation and Mutual Assistance establishes the ICSS in 1935. The regional and mutual security previsions where reformed by the Complementary Protocol on Mutual Assistance of 1940.

The establishment of the ICSS[]

Established by the FSR and Turkestan in 1935, and joined later by Mongolia (1938). The reasons and rationale for its creation were various. One was a common diagnosis that the World Revolution had not occurred and Capitalism remained strong has before. The crisis of 1930 did not bring a new revolutionary wave or outbreaks in Europe or the Americas. Although the Comintern has been important in establishing bonds and links in the international proletariat it radius of action was limited.

Ever since the revolutions that established the socialist republics of the FSR and Turkestan, these socialist states have and are continuously isolated by the Capitalist and Imperialist Nations. The hostility of many European nations also reinforced the idea of being encircled by enemy states. Therefore the necessity of creating a common zone of cooperation and of building new mechanism of international cooperation. The lack the resources and some degree of economic complementation seemed a good factor for the Iestablishment of the joint cooperation in a more formal structure then the bilateral and multilateral treaties subscribed until then.

The possible threats of Japan in the East and of anticommunist alliance of European countries were determinant in establishing a mechanism of mutual security. However, has the new leadership in the Russian FSR pointed out, a continuous state of rearmament and war readiness can only bring a deterioration on the welfare of the working class in the socialist state. Also, as the experience in Turkestan, in SR of Ukraine and Transcaucasia FSR there was room for the development of socialism with distinctive characteristics. Great hopes (in the year 1938) were also put on possible triumph of a democratic revolution with China that could realigned the World situation.

Meeting of the Conference of the ICSS

The ICSS distinguishes two parallel structures. One in charge of economic development and the other on defense issues. Both have in common the Conference of the ICSS (defense, economic), has the supreme organ of decisions. The working languages are Russian, Chinese-Mandarin, Mongolian and Esperanto.

The Economic tier is made of the following structures:

  • Executive Committee, elected by the Conference, that directs and leads the economic tier of the ICSS
  • Council Committees
  • Scientific Research Institutes
  • International Industrial Production Combines
  • Affiliated Agencies
    • International Bank for Economic Cooperation and Development
    • Council for International Scientific Cooperation
    • Trade Cooperation Board

The Defense tier made up of:

  • Political Consultative Committee in charge of civil and political matters of the defense tier. It is integrates by delegates designated by Chiefs of Government, Commissars or similar in charge of Foreign Affairs and Defense.
  • Coordinating Command of Armed Forces (ICSS Stavka) to handle military matters
  • Commissariat of Joint Military Services (Medical and engineer corps and logistic support)
  • Military Research Directorate
  • Military-Industrial Development and Production Directorate

Achivevements[]

Joint projects, particular attention has been given to energy and fuels, forest industries, iron and steel, and various other metals and minerals.

The creation of Trade Cooperation Board with Finland, Estonia and Latvia. After the approval of the Western Gates policy, the ICSS negotiates with Finland and the Baltic states a new relationship. This evolved into a collective negotiation of a Trade Cooperation and Investment Agreement.

Since 1941 it organizes the International Pavilion of Industry and Science in the same venues of the Workers' Olympiad (WO). This event its the main showcase of the ICSS, along the co-organization of the WO.
