The combination of the British and Russian flags are due to their similar design origins. Both flags are an amalgamation of St Andrew's Cross and St George's Cross, though with the colors inverted depending on whether it's British or Russian. Their positions are both to symbolize their colonial presents within New Caledonia (Russian coast and British interior), but also to show a Nordic Cross (meant to symbolize the large number of Scandinavians living within the governorate).
Due to its uniquely beautiful or grotesque design (you are allowed to choose a side), I'm rather keen on this flag being formally referred to as The Hodgepodge.
