A saltire version of the Mouvement Normand (which reminds me of the Nasjonal Samling flag). Normandy was the birth place of Jules Dumont d'Urville (the Frenchmen whose name is used a lot in this region).

The saltire represents the maritime nature of the governorate (based on the Russian naval saltires), while the red specifically represents the "blood of of those who gave their lives to liberate the region" (and no way related to communism, despite the region probably having a large following at the time).
