Based on a proposed flag for Alaska by Jim Cavanaugh of Anchorage. I've altered the color positions to be more similar to that of the flag of Russia. The largest star represents Kenai, while it would be said that the four additional stars represent the four governorates which (along with Kenai) formed the original "Oblast of Alaska" during the 1800s. Those four are Bering, Kodiak, New Irkutsk, and Shelikof (this flag would've been adopted prior to the formation of Aleutia and the Far North).
