A play on the flag of Erie, Pennsylvania and many proposed flags I've seen for New York State (one example). The blue band represents the Erie Canal, with the six stars representing Genesee becoming the sixth state of New Netherland.
The fact that the flag has a resemblance to the Confederate Flag is not a coincidence. During the Civil War, the town of Town Line declared secession from New York (and the United States) and some residence fought for the Confederacy. Neither side recognized this and it wasn't until the 1940s that the town officially "rejoined" the Union. Since the town is located in ATL Genesee, it seems like an interesting fit.
