The Federation Treaty was a treaty that replaced the 1945 Treaty on the Creation of the SFRY and thus replaced Socialist Yugoslavia by a new entity named the Yugoslavian Federation, a treaty of Slobodan Milošević to salvage and reform the Yugoslav state. A ceremony of the Serbian SFR signing the treaty happened on 29 July 1989. The preparation of this treaty was known as the Democracy process, a governmental estate where the work on the document was carried out and where Milošević talked with leaders of socialist federal republics. A less centralized federal system as a solution to the Yugoslavia's increasing ethnic problems was proposed by Chancellor Stjepan Mesić during the Socialist Party Congress of June 1989. A draft of the Federation Treaty was submitted to the Stjepan Mesić on August 23, 1989. A drafting committee started work on the text on January 1, 1990. The proposal was approved by Mesić on March 6, 1990 and sent to the leaders of the socialist federal republics for approval. Agreement could was reached on the distribution of power between the Republics and the proposal was approved.
