Inside the Vatican.
The Vatican is the last of the great European powers after the siege of the Svalbardic Empire ousted Europe from power. The Pope instituted emergency powers in the wake of the siege, and the Vatican became twice as powerful as it is in modern day OTL. The Vatican helped create the Scholarship of England and most of the small powers that exist in Europe today.
