The Danubian Federal Congress is the bicameral legislature of the federal government of the Danubian Federation consisting of two houses: the Council and the Assembly. The Congress meets in the Hofburg in Vienna, Austria. Both Deputies and Councillors are chosen through direct election, though vacancies in the Council may be filled by a State Presidential appointment. Members are affiliated to a wide range of political parties - the three largest, the Danubian Patriotic Union, the Radical Union of the Federation, and the Federal Democratic Union often fill the majority of seats. Council has 560 voting members: 500 Deputies and 60 Councillors.

The members of the Assembly serve two-year terms representing the people of a district. Each state is represented by four Councillors, excepting the Free Cities of Trieste, Suez, Venice and Meillia with one. Each councilor serves a four-year term, with terms staggered, so every two years half of the Council is up for election.
