There is no defined government, and no laws exist. However, one must follow the social norms of what is considered good or bad, lest he be kicked out of the tribe, or execute.
The tribe, like many other African tribes, work on a system of what Westerners would call "direct democracy", as all decision concerning important events made by all tribes men and women, with one's opinions being weighted more heavily as one grows older. Consensus or super-majority often needs to be reached before a decision is made.
Disputes are solved in a similar manner, as the two conflicting parties are refereed by a senior member of the tribe, who can ensure a proper settlement. This is the closest equivalent to the Western court system. The "trials" do not test whether or not one is guilty, but how much one needs to pay in reparations, or who deserves such an item.
All the aforementioned given, it is unnecessary to have a police force. However, every |onte man will in his life time become a warrior, and patrol |onte territory, and its surroundings for people of neighbouring tribes.
Mon never at any official date became the leader of the |on, but was over a period of time, come to be accepted as one of the principal figures of the tribe, by marrying, accumulation of wealth and resources, and the forging of alliances ... By 1482 Mon started expanding north, conquering neighbouring tribes, and quickly assimilating them, through a process of selling the men as slaves, and taking the women as wives, who would bear |onteli children.
In 1511, Mon II began the project of the creation of the Kunene library, bringing culture to Kunene. Mon III, Mon's grandson, in 1517 founded the Eheresito hu Kunene, and began turning Kunene from a simple tribe into a tribal nation. In 1536, slow expansion began northwards. In 1572, the expansion rate was doubled.

Eheresito hu Kunene
伍(浩)姑呢呢 , literally, "The army from Kunene" is an elite military corps, composed of 200 members. The organisation was founded in 1518, when the first Rikisi of |onte, Mon III, decided it would be easier to spread the tribe if an organised military force could wipe out the local population before the |onteli tribesmen came in. This army receives no pay, and the only upkeep that is paid is for ammunition, and arms. Members of the Eheresito hu Kunene often gain many booty from their raids, and send most of it home to their families, and neighbours.
All members are required to know how to read and write, and if they do not already know how, they are taught immediately as a part of training. Members complete exercises to enhance their speed, strength, and accuracy with the bow and arrow and firearms. Like regular |onteli tribesmen, they carry a small knife.
