The Concilium Mundi (CM) is an international organisation with the aims of facilitating co-operation in the fields of international law, security, economic development, social progress, world peace, and technological advance. As of 2192(1439) there are 32 members. Based in Caluula the CM and its specialised ministries make substantial decisions on issues presented in the council meetings held throughout the year. The CM's main administrative bodies are:
- World Council (the main legislative assembly and from where the organisation's name originates)
- Executive Ministry (carries out all non-military tasks and mandates decided on by all other bodies)
- Coalition Forces Ministry (makes resolutions for peace and security)
- Economic, Science, Health, and Social Council (promotes economic/social/technological development and co-operation, also provides studies, info, and facilities to the rest of the organisation)
- World Court (the CM's judicial body)
The Concilium Mundi Executive Ministry is headed by a Procurator, assisted by a large staff of international civil servants world wide. The Ministry carries out the non-military (and sometimes paramilitary) tasks as directed by the other bodies, working closely with the ESHS Council to lead the member states in complying. The staff is chosen by the Procurator, and is required to represent the "highest standards of efficiency, competence, and integrity" while recruiting from a wide geographical basis. The Ministry has a noticeable degree of control over the CM members' foreign and domestic policies.
Economic, Science, Health, and Social Council
The ESHS assists the World Council in promoting the development of its members, many member states are benefiting from urban renewal projects initiated by this body through the Executive Ministry.
|Member state||% of CM budget contribution (2192)|
The CM is financed through the CM Constitution in which each member contributes a minimum of 0.01% of its GNI. Funding also comes from the CM's territories. Despite its preference, the CM is unavoidably dependent on Rome for much of its budget (37.25%). The CM's current operating budget for 2192 was 1.1 trillion Carici (~500 billion Euros/~723 billion US dollars in 2008).
International Labour Directive
The ILD deals with labour issues and has existed in one form or another since the beginning of the 20th century. Its headquarters currently reside in Kanahawa, Nihonia. In comparison to the UN's ILO it is quite underfunded.
administrates CM territories.
The Concilium Mundi suffers from the minor fear of its members forming non-sanctioned co-operative military organisations that may threaten the CM's control of its members, the unity of the organisation, or even lead to a type of civil war, so understandably the CM tried to fight the signing of the Slavano-Baltico Pact in 2177(1424).
Because of the globalisation encouraged by the CM, many influential grassroots organisations were able to form. Many of these organisations work closely with ADAs to bring advancements in technology and practices to industrialising countries.
Every member of the CM has an annual quota of service personnel to submit to the Coalition Forces Ministry, for which they serve for six months to two years. The personnel may come directly from their civilian population or their own armed forces. Only CM territories have permanent military forces and this set up makes Coalition response times a little slow.
The CM had a number of agendas designed to generally encourage the amiability of its members. Such programmes included the expansion of the Capitoline Games into an international event during the late 2190's (1443+), still every four years; more than before like the Olympics as they were no longer exclusive competitions for Romans but open to all recognised nations.
Member nations are advised to have a census performed every five years.

"The Concilium Mundi is the most powerful entity on Earth. In itself this explains a lot of the things it does around the world. At present, it's conducting a war on corporatism and Kaslatii, or more accurately, a campaign allied to the PAB to remove all aspects of national sovereignty. Others prefer to call it the beginnings of the Second World War. The CM has an insatiable appetite for conflict, and since beginning its career in the 2090's, it has been in conflict with one nation or another, member or not, non-stop right up to the present day. This drive is now led by the weapons manufacturers themselves, and is a highly dangerous precedent. I call it war-corporatism. It is the doors of a renewed dictatorship being pushed open, and don't be fooled, not all dictators look like Rusonius Acacius.
The reality, as we see it from the Acahalinca and Charao invasions, is that the CM Coalition Ministry has been captured by the strongest factors of this corporatism, the very forces they claim to be opposed to. And this ghastly body aims to turn the world into its own enslaved global market; and the plan is well under way. The attack by kaslatii cells on the Aquila is just one response to it [attack was in fact carried out by conspiracy theorists].
Is this a conspiracy? Quite the opposite, it is a high profile project known as the Programme for Greater Global Unity. People like Joanna Mars Astris, Soyoung Kaneda, Herius Eburnus(Chief Magistrate of CM Coalition Forces Ministry), are the major players among politicians, unionists, militarists, and corporatists, in the creation of the project. The project is a hyperunionist manifesto, which includes in its toolbox the unrestrained use of war in clearing a path for CM interests. The will to attack Acahalinca and Charao came entirely from this visible yet sinister group. The construction of the Mocentla Canal was merely the pretext, liberation, is merely a euphemism.
And so, who's next you wonder; Sinica? Srivijava? Rome? The Cuashium Confederation? None of us really matter to it..."
