Canada is a country north of the United States of America, consisting of ten provinces and three territories. It was also affected by the 1989 meteor impact, where tens of thousands died in cities such as Saint John, Halifax, and many others.


Almost immediately, a state of emergency was declared in the affected areas, as per the Emergencies Act passed merely a year before. Prime Minister Mulroney's response was criticized, and his proposal of a Goods and Services Tax lost much of its support. Facing heavy opposition, it was never passed into law.


Mulroney resigned in 1992, faced with extremely low approval ratings. Kim Campbell served out the rest of his term, but was replaced by Jean Chrétien in 1993. The Progressive Conservative Party barely managed to secure a single seat in Parliament. They formally disbanded in 2000.

With the United States' economy in the dumps, the entire world was impacted. Canada fell into a recession, and the Liberals steadily lost support. Chrétien called an early election in 1996, hoping he could still manage to win.
