Great Nuclear War and Aftermath[]

Their was little to no warning prior to the Soviet ICBMs hitting their targets when the Great Nuckear War started drastically increasing casualties. When word of incoming Soviet bombers got to the 409th interceptor squadron however they immediately scrambled for their base at CFB Comox determined to intercept any Soviet bombers that might be on their way to finish the Job before they could inflict any more damage against British Columbia. They managed to shoot down all 4 soviet bombers that were headed the following targets in British Columbia: CFB Comox, CFB Chiliwack, Kelowna, and Abbotsford, all of which were targets of bombers rather than ICBMs. Also shortly after the initial strike on Victoria, Vancouver, and AFB Esquimalt all contact with Ottawa, Victoria, and Vancouver was lost as they had all been hit. This resulted in the chain of command within the province of British Columbia being completely fractured with the Primer dead and the Lieutenant Governor missing the entire Provincial Government is thrown into chaos with no clear successor to the position of Primer or Lieutenant Governor. Also most of Parliament was also dead thus no real action could be taken. But what was left of the Provincial Government and around 50 Royal Canadian Mounted Police and the Military Personnel of Camp Nanaimo retreated into the Continuity of Government Bunker at Camp Nanaimo. Also they sent 10 RCMP Officers, 5 Radio Technicians, and 2 Radio Operators to ride to the Communications Bunker at Nanoose Bay and get it operational. Finally communications are received from the Yukon after 3 days of complete chaos within the Provincial Government of British Columbia the Primer of Yukon offers to take the job until someone else can be voted upon take the position. The remaining Provincial Government officials agree and thus the Parliaments of British Columbia and the Yukon Territory gather in Whitehorse which is heavily guarded by the Royal Canadian Mounted Police and they deliver a address via radio and TV (the adress is only seen on TV within the Yukon and Northern British Columbia. But for the majority it is heard by radio all across the area) in which they officially declare a state of emergency and martial law within British Columbia and the Yukon Territory along with the formation of the Canadian Provisional Republic. Afterwards they also use the same radio station to brodcast a alert using the Provincial Emergency Alert system of British Columbia to advise citizens in the area of Victoria or Vancouver to head north to Whitehorse or East to Abbotsford or Kelowna where they were setting up refugee camps. Then 2 days afterwards the Whitehorse government sent 2 planes from CFB Comox (Wing 9) to do a fly over of Vancouver and Victoria survey the damage done to the south and gain information on where major concentrations of refugees were headed so the Whitehorse government could send adequate supplies to refuge camps before the regfuges arived, because of this these 2 aircraft buzzed a lot of groups of people in a attempt to get a baisc count on how many refuges their were, But they discovered something else: many of the refugees were starving or didn't have enough supplies to make it to the refuge camps. When the the Whitehorse Government learned of this they began running supply missions out of CFB Comox using CC-106s "Yukon(s)" to transport refuges from Victoria and Vancouver using Victoria International Airport (which was only lightly damaged) and Langely Regional Airport (because Vancouver Airport's Runway is destroyed) respectively to fly refuges to Abbotsford and Kelowna using the Abbotsford and Kelowna International Airports to fly the refuges to each city respectively. Meanwhile reports began to trickle in from refuges from Vancouver, Victoria and Tsawanssen that: many towns on the eastern coast of the Gulf Islands were destroyed by the tidal waves cause by the ICBM blast from Vancouver and Victoria. Also they said that Nanaimo hit very badly by the shockwave of the blast and resulting tidal waves as the entire harbor and ferry docks are nearly destroyed by the resulting violent waves and shock wave. Based of what the recon planes reported Vancouver and Victoria were in ruins and thus both are declared a disaster zones by the Whitehorse Government. Crews were sent to Tsawassen to facilitate repairs to the ferry dock and ferries themselves. Once repairs were done, refugees began being ferried from the Vancouver Island and Victoria to Tsawassen and then to a refugee camp from there. The mutiple refugee camps were set up to provide medical aid, water, food, and a safe place to sleep along with registering all the refuges so the Whitehorse Government could get a rough body count. Thus rough estimates from the government using information gathred from their scout planes and refuges to determine that close to 600,000 people are lost in the initial blasts and that 60,000 to 100,000 people also died in the resulting food crisis and chaos and that only 962,342 actually survived out of 1,400,000 within the entire province. But sadly the number would fall even farther to 643,362 by when the nuclear winter hit, with over 300,000 died between rioting, disease, freezing, and hunger. Also a plan was drafted by military major Raymond Daniels to small settlements and have the populations of refugee camps slowly moved to them to create new communities Also 2 fighter jets were ordered to fly as far as Alberta's Eastern Border. They the leaned about the other nuclear detonations at the following locations within Alberta: Calgary, Edmonton, and CFB Edmonton are all hit by soviet ICBMs and from what the provisional Government out of Red Deer said that 2 Soviet bombers nuked Edmonton and CFB Edmonton for a second time each, 2 more Soviet bombers continued flying east past Alberta's Border and into Saskatchewan, and 2 more Soviet bombers attempted to destroy CFB Cold Lake but they were shot down before they made it to their target. Also it was established that the Whitehorse Government’s control only extends to southern Yukon, Northern Alberta, and Vancouver Island with the only areas in the south of Alberta under their control beging Surrey, Abbotsford and Kelowna.

Formation of the Provisional Republic[]

As the need for a central and unified Government for Yukon Territory (YT) and British Columbia (BC) became a more pressing matter, the parliaments of both BC and the YT was meet on December 8th, 1962 and formed the Canadian Provisional Republic. Also due to Gordon Robertson Cameron's (the commissioner of Yukon) correct handling of the food shortages and refugee crisis, he managed to get re-elected as the Provisional Governor of British Columbia and Yukon. As one of the firs acts of his term as the leader of a independent nation he order all resource producing and utility companies seized by the army and then the were put under the control of the new formed Ministry of Resources and Labor (MRL). The Ministry of Resources and Labor oversaw work placement, the proper distribution of resources to those who needed it, public works construction projects, and the acquisition of the resources for the same public works projects that they oversaw. With Vancouver destroyed the only major industrial and shipping hub of BC was gone and their only other sizable port and capital: Victoria was destroyed. Also the surviving cities in British Columbia including: Abbotsford, Surrey, Kelowna, and Kamploops were very unstable, Thus forcing the capital to remain in Whitehorse until the CPR could re-establish control in the area south of the Fraser River. Also due to the fact both of BC's major seaports were destroyed a new major seaport had to be built at Nanaimo to accommodate what was left of the Canadian Pacific Fleet and any future trade with foreign nations. Also realizing that Yukon and British Columbia's reliance on tourism as the main bread and butter of their economies. The Ministry of Resources and Labor oversaw the slow but steady conversion of many tourist-based towns such as Courtenay into manufacturing and farming towns to produce the resources needed to sustain the CPR. The Ministry of Resources and Labor also placed many people from Yukon who had the practical skills need in jobs in British Columbia. Also a side program figured out what practical skills of people without jobs or those in tourism jobs and moved them into the correct positions to support the state. Also those with no practical skills are sent to joint Ministry of Education and Ministry of Resources and Labor training camps outside of Whitehorse which trained them to be carpenters, fishermen, metal workers, farmers and so on. The policies of the MRL to were not loved by the population of British Columbia and Yukon but the vast majority of the people saw the policies instated by Governor Gordon Cameron as necessary in the current world. The CPR had to managed to become self sufficient from the rest of Canada and the outside world too. On June 21st of 1963, the Gordon Robertson after much debate within the halls of the Parliament submitted a bill to Parliament stating that since contact with the Canadian Federal Government had still not been established, and as progress continued to make the PRC even more self-sufficient, the CPR should be established as an independent nation. The bill was passed October 30th, 1963 establishing the CPR as an independent nation.
