In a move that some would consider insane, Himmler stops his world conquest, and looks at his empire, specifically at Africa; people are miserable, infrastructure is practically non-existent, fresh food and clean water are in miniscule supply, and disease is rampant. So Himmler then begins a series of reforms, creating the largest combined public works project, ever. Everyone in the empire is employed to help; roads and buildings are constructed, massive canals leading inland coupled with huge desalinization plants are set up, much of the wilderness is decimated and converted to farmland are the major points of said projects. When all is said and done, two decades have passed, the population has nearly quadrupled, and Africa is a tropical paradise and a major source of the world's food. Economies the world over are thriving, and Greater Germany is no longer an evil empire in the eyes of most of the world.
There is still work to be done, however; there are still ghetto areas that require work, the center of the Sahara is still a desert no matter how much water or neutrients have been pumped into it, education standards are low, and because much of Africa's terraformation is nearly done, hundreds of thousands are about to lose their jobs.
