Dorothy Ann Willis Richards (September 1, 1933 - September 13, 2006) was a female American politician who served as the second female Governor of Texas from 1991 to 1999, presiding over an unprecedented era of growth in the Lone Star State. Her re-election victory in 1994, over the son of the incumbent President of the United States, made her the first Governor of Texas to be elected to two consecutive four-year terms.

While regarded as a potential candidate for the 1996 Democratic nomination, she declined to enter the race, and despite being rumored to be on the shortlist for Al Gore's vice presidential selection, Richards made a Shermanesque statement in that she did not desire national office. She would later serve as the Secretary for Housing and Development in Gore's second term.
