In the Treaty of Dublin, restrictions had been imposed on both the British and German navies. Hitler seeked to end this.
The terms were that both the British empire and Germany may have any fleet of any size without restriction.
The treaty allowed Britain to restart fleet construction, which allowed them to blockade Germany more effectively in World War II. Hitler would come to regret his decision.
