The All-Union Congress of Soviets (Russian: Всесою́зная Съезд Советов Vsesoyuznaya Syezd Sovétov) is the supreme body of state authority of the Soviet Union consisting of two chambers, each with equal legislative powers: the Soviet of the Union and the Soviet of the Nationalities. The All-Union Congress of Soviets is the only Soviet governmental institution with the powers to pass constitutional amendments.

The All-Union Congress of Soviets gathers twice a year and electing the All-Union Central Executive Committee, consisting of a smaller number of deputies, to serve as the Soviet national legislature on its behalf while the Congress was not in session. The Central Executive Committee deciding all but the most important issues, such as amendments to the Soviet constitution, which are left to the full Congress only.
